2.0 UNDERGROUND STORAGE TANK REMOVAL
On November 16, 1994, Brandon Construction coordinated the removal of the concrete
pad above the UST, the UST piping, and the backfill material overlying the UST. This
material was stockpiled in an area north of the excavation until composite samples were taken
confirming contaminant concentration in the pile. The pile was then relocated to the north
comer of the parking lot and placed on and covered with plastic sheeting. The removal was
conducted under a permit issued by the San Joaquin County Department of Environmental
Health (SJCDEH).
The UST was removed by Brandon Construction on November 16, 1994. Regulatory
oversight was provided by the SJCDEH representative Ms. L.T. Briggs. Upon removal of the
overlying material from the tank, dry ice was introduced into the tank. The UST was
removed when the Lower Explosive Limit (LEL) and Percent Oxygen met SJCDEH
requirements, and the UST was deemed safe for removal.
Upon removal, the UST and all associated piping was inspected for pits, holes, and
cracks. No sign of degradation was seen in the UST and associated piping. The UST and all
associated piping was transported by Erickson, Inc. to their facility in Richmond, California
under Hazardous Waste Manifest No. 93231286 (Appendix A). Triple rinsing of the UST
was not necessary because it contained diesel fuel and it was shipped as hazardous.
2.1 Soil Sample Collection from Excavation
- Approximately 20 cubic yards of soil and pea gravel overburden were removed prior to
the UST removal. Once the tank had been removed from the excavation, an additional
21 cubic yards of soil was removed from the excavation. Versar collected two discrete soil
samples, one from each end of the previous tank location, from the excavation following the
removal of the reenforced concrete pad at the bottom of the excavation. Two composited soil
samples were collected for analysis from the stockpiled soil excavated during the tank
removal. All samples were collected in accordance with SJCDEH Regulations and the
"Tri-Regional Board Staff Recommendations for Preliminary Evaluation and Investigation of
. 2
