The fuel pipe under dispenser#1 was observed weeping fuel. All primary containment for the UST system must be tight. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed component under permit and inspection of the EHD. Several absorbent pads were observed under the fuel piping inside the bio diesel blend sump. This is a minor violation. 314 HSC 25290.1, 25290.2, 25291 Failed to have secondary containment or secondary containment not tight. Liquid was found inside the Under Dispenser Containment(UDC)in UDC#1,#2,#3,#6, and#7, the Bio diesel Sump and the diesel#1 and#2 sumps. Secondary containment shall be impervious to the liquid and vapor of the substance contained and constructed to prevent structural weakening as a result of contact with any hazardous substances released from the primary containment. Immediately contact a properly licensed,trained, and certified contractor to make repairs to the UST system under permit and inspection of the EHD. This is a minor violation. 316 HSC 25290.1(c3),25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). Liquid was observed in the Under Dispenser sumps#1,#2,#3,#4,the bio diesel sump, Diesel 1 STP sump and 2 STP sump, and the Diesel#1 and#2 fill sumps. Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into all the sumps listed above under permit and inspection of the EHD. This is a minor violation. 318 CCR 2636(0(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. The Diesel line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed leak detector(LG 113-x listed, if applicable)and obtain a permit within one business day from the EHD. If the failed leak detector can't be replaced immediately,there is a possibility that the Diesel UST system may be red tagged to prevent fuel inputs. This is a minor violation. Overall Inspection Comments: An inspection checklist was provided to the facility operator via email on the day of the inspection.The EHD has written the complete report which replaces the initial checklist. Violation#301 and#305 has been added. This report is an addendum to the report issued for 09108120017. See report from 09/0812017 for previous violations.
