Under dispenser 5/6 for diesel product failed vacuum communication when tested. The service technician opened the test valve for vacuum but communication was not observed.The interstitial space of the UST shall be maintained, as designed, under constant vacuum such that a breach in the primary or secondary containment is detected before the hazardous substance is released into the environment. Correct immediately by having a properly licensed, trained, and certified contractor replace the failed component with a functional component(LG 113-x listed, if applicable)and obtain a permit within one business day from the EHD if necessary. If the failed component can't be replaced immediately,there is a possibility that the diesel UST system may be red tagged to prevent fuel inputs. This is a minor violation. 314 HSC 25290.1, 25290.2, 25291 Failed to have secondary containment or secondary containment not tight. Brine was observed in southwest corner of the biodeisel blending sump, indicating a leak in the secondary containment. Secondary containment shall be impervious to the liquid and vapor of the substance contained and constructed to prevent structural weakening as a result of contact with any hazardous substances released from the primary containment. Immediately contact a properly licensed,trained, and certified contractor to make repairs to the UST system under permit and inspection of the EHD. This is a minor violation. 316 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). Liquid with an absorbing pad was observed inside the Diesel 2 STP sump. Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. The service technician removed absorbing pad along with a couple of cups of liquid from the Diesel 2 STP sump and returned the sensor to its proper location. Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the Diesel 2 STP sump under permit and inspection of the EHD. This is a minor violation. 319 CCR 2635(b)No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. The Biodiesel spill container failed when tested. All spill containers shall have a minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately contact a properly licensed,trained, and certified contractor to repair or replace the spill container under permit and inspection of the EHD. This is a minor violation. Overall Inspection Comments: An inspection checklist was provided to the facility operator on 7/17/18, the day of inspection. The EHD has written the complete report which replaces the initial checklist.
