SAN <br /> O A I AI AMENDED Environmental Health Department <br /> —COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FedEx Ground-Tracy 5655 Hood Way, Tracy July 1 7. 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 305 HSC 25290.1(e)VPH monitoring of the interstitial spaces of the UST system is not maintained. <br /> Under dispenser 5/6 for diesel product failed vacuum communication when tested. The service technician opened <br /> the test valve for vacuum but communication was not observed.The interstitial space of the UST shall be <br /> maintained, as designed, under constant vacuum such that a breach in the primary or secondary containment is <br /> detected before the hazardous substance is released into the environment. Correct immediately by having a <br /> properly licensed, trained, and certified contractor replace the failed component with a functional component(LG <br /> 113-x listed, if applicable)and obtain a permit within one business day from the EHD if necessary. If the failed <br /> component can't be replaced immediately,there is a possibility that the diesel UST system may be red tagged to <br /> prevent fuel inputs. <br /> This is a minor violation. <br /> 314 HSC 25290.1, 25290.2, 25291 Failed to have secondary containment or secondary containment not tight. <br /> Brine was observed in southwest corner of the biodeisel blending sump, indicating a leak in the secondary <br /> containment. Secondary containment shall be impervious to the liquid and vapor of the substance contained and <br /> constructed to prevent structural weakening as a result of contact with any hazardous substances released from the <br /> primary containment. Immediately contact a properly licensed,trained, and certified contractor to make repairs to <br /> the UST system under permit and inspection of the EHD. <br /> This is a minor violation. <br /> 316 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br /> Liquid with an absorbing pad was observed inside the Diesel 2 STP sump. Secondary containment shall be <br /> constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. The service <br /> technician removed absorbing pad along with a couple of cups of liquid from the Diesel 2 STP sump and returned <br /> the sensor to its proper location. Immediately contact a properly licensed, trained, and certified contractor to <br /> address the water intrusion into the Diesel 2 STP sump under permit and inspection of the EHD. <br /> This is a minor violation. <br /> 319 CCR 2635(b)No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br /> The Biodiesel spill container failed when tested. All spill containers shall have a minimum capacity of five gallons <br /> and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately contact a properly <br /> licensed,trained, and certified contractor to repair or replace the spill container under permit and inspection of the <br /> EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on 7/17/18, the day of inspection.
