%tod `/ <br />Health and Safety Plan <br />Underground Tank Program <br />Tank Removal or, <br />Over --Excavation Resample <br />INTRODUCTION <br />PURPOSE AND SCOPE <br />The Health and Safety Plan, for underground tank removal/over- <br />excavation, provides for the protection of on-site personnel and the <br />surrounding community during site characterization activities. The <br />requirements, specifications and procedures presented with this plan <br />will apply to all personnel on-site, including employees, sub- <br />contractors, site visitors and regulatory agency personnel. <br />KEY PERSONNEL - <br />HAZARD ANALYSIS <br />The most significant risk associated with petroleum contaminated <br />soil is exposure to aromatic compounds. Skin contact will be <br />eliminated by use of clothing, eye wear, and gloves and the <br />inhalation hazard will be minimized rising appropriate respiratory <br />protective devices as determined by on-site air monitoring. The <br />Safety Coordinator -/Project Manager will establish an exclusion zone <br />encompassing a 50 foot radius from the work. area. Access within <br />this zone will be limited to required personnel. Total organic <br />vapors will be monitored within the exclusion zone using a <br />photoionization detector (GID) calibrated for benzene the most toxic <br />of the aromatic hydrocarbons. Current enforceable and recommended <br />exposure limitations for potential site contaminants are presented <br />in Table 1. <br />PERSONAL PROTECTIVE EQUIPMENT: <br />A miniMUM of US EPA level D protection will be required within the <br />exclusion zone for any workers engaged in sample collection or ether, <br />activities on this site. Level D protection will include: <br />o Disposable Tyvek coverall (When in contact with <br />contaminated material) <br />o Boots with steel toe <br />o Splash goggles or safety glasses <br />Chemical resistant disposal gloves (When in contact <br />with contaminated material) <br />Level C protection will be required if PID readings exceeding 10 ppm <br />over background concentration are recorded in the workers breathing <br />zone. Level C protection will consist of: <br />o Disposable Tyvek coverall <br />o Boots with steel toe <br />Chemical resistant boot covers <br />o Chemical resistant disposal gloves (inner) <br />0 Chemical resistant outer gloves <br />o MSHA/NIOSH approved half -mask air -purifying <br />respirator with dual organic vapor cartridges <br />PID reading exceeding 250 ppm in the workers breathing zone will <br />require work stoppage and site evacuation. An explosion proof <br />fan may be used to vent the work. area. <br />-1-- <br />
