Box 2009 <br /> Stockton, CA 95201 <br /> RE: Safeway Stores, 1111 Navy Drive, Stockton, CA <br /> Background <br /> In July of 1987 four 12,000 gallon underground storage tanks were <br /> removed from the southern property edge that is adjacent to Navy Drive. <br /> At that time it was discovered that one of the tanks had been leak- <br /> ing diesel fuel #2. Subsequently, a great deal of excavation of soils <br /> has occurred both in the tank area and on the perimeter of the hole. <br /> During the excavation, it became necessary to remove a section <br /> of the facility's main fire line and an adjacent storm drain line. <br /> (Figure 1) <br /> These pipes run east-west at the very north end of the tank pit <br /> area. <br /> A geotechnical study conducted by Weiss Associates of Oakland has <br /> concluded that the greatest extent of any remaining soil contamination <br /> occurs in the southwest area of the pit. We are confident that the <br /> existing contaminated soils on the north and east ends of the pit have <br /> been remved through excavation. <br /> The problem that Safeway Stores now faces is that both the fire <br /> line and storm drain that were removed are essential to the safety of <br /> the facility. <br /> The problem is threefold: <br /> 1) The breach in the fire line leaves a portion of the <br /> plant without much needed fire protection. <br />
