All monitoring equipment shall be maintained to activate an audible and visual alarm <br />or stop the flow of product at the dispenser when it detects a leak. Correct immediately by having a properly <br />licensed, trained, and certified contractor replace the failed component with a functional component (LG 113-x <br />listed, if applicable). If the failed components can't be replaced immediately, there is a possibility that the UST <br />system may be red tagged to prevent fuel inputs. <br />This is a minor violation. <br />313 <br />HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product -tight. <br />A leaking gasket was observed above the shear valve in under dispenser containment 5-6, indicating a leak in the <br />primary piping. All primary containment for the UST system must be tight. Immediately have a properly licensed, <br />trained, and certified contractor repair or replace the failed component. <br />This is a minor violation. <br />HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). <br />315 <br />Liquid was observed in the 91 -product submersible turbine pump (STP), 87 -product STP, under dispenser <br />containment (UDC) 3-4 and UDC 5-6 sumps. If water could enter into the secondary containment by precipitation or <br />infiltration, it must be removed and disposed of properly. The service technician removed approximately three cups <br />of liquid from the 91 -product STP sump, approximately one-half cup of liquid from the 87 -product STP sump, a trace <br />of oily debris from UDC 3-4 and approximately one-quarter cup of oily debris from UDC 5-6. Ensure that all sumps <br />are maintained free of liquid and if the liquid/oily debris return, contact a properly licensed, trained, and certified <br />contracor to repair or replace the failed component. <br />This is a minor violation. <br />CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br />318 <br />The 87 -product electronic line leak detector was in alarm upon arriving at the site and would not clear. All three <br />product line leak detectors failed to detect a leak when tested. All line leak detectors shall be capable of detecting a <br />3 -gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor repair or <br />replace the failed leak detector (LG 113-x listed, if applicable). If the leak detectors are not replaced, like for like, <br />then a permit and inspection will be required from the Environmental Health Department (EHD). If the failed leak <br />detectors can't be replaced immediately, there is a possibility that the 87-, 91-, and diesel product UST systems may <br />be red tagged to prevent fuel inputs. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Onsite for the annual monitoring system certification (MSC), line leak detector and spill container testing <br />inspection on January 30, 2017. The owner, Mr. Daljit Singh, stated that he had taken ownership of the facility <br />on January 3, 2017. The MSC testing could not be completed on January 30, 2017 because the 87 -product line <br />leak detector was in alarm. An inspection checklist was provided to the facility owner, Mr. Daljit Singh, on the <br />day of inspection, January 30, 2017.
