The MSC re -inspection included: Testing the87-product-, 91 -product- and diesel- line leak detectors. All three electronic line leak detectors passed. Testing the float and chains in all three under dispenser containments(UDCs). The 91 -product float and chain in dispenser 3-4 failed initially; the service technician removed debris from the spill reservoir and retested the float and chain and it passed. Testing positive shut down for sensor out; the test passed Testing positive shut down for fail safe; the test passed Visual inspection of under dispenser containment (UDC) 5-6 for leakage; the primary piping leak above the shear valve has been corrected. Testing the87-product-, 91 -product- and diesel -product spill containers. The 87 -spill container failed the one-hour hydrostatic test; the service technician discovered that the cap had not been seated properly. The service technician re -seated the cap and the 87 -product spill container passed the one-hour hydrostatic test. The MSC testing was completed today and the facility is approved to operate. An inspection report was provided to the facility operator listing violations discovered during the MSC testing on January 30, 2017. The MSC testing inspection was completed today, March29, 2017 and a report for today's MSC inspection has been provide to the owner. This inspection report addresses testing completed today; violations from the previous MSC testing still must be addressed. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, within 30 days of receiving this inspection report.
