PILGRIM STREET STOCKTON CA <br /> At approximately 1150 hours on July 25, 2001 a complaint, (filed anonymously via the <br /> City Corporation yard dispatcher), was received by Environmental <br /> Control Officer assigned to the Stormwater Division. The site was investigated and it <br /> was found (original estimate) that about 500 gallons of fuel oil was released from a fill <br /> tube to an (assumed) underground fuel storage tank located at 1130 S. Pilgrim Street, <br /> Stockton, an Islamic Center. The cause of the release is believed to be due to a vehicle <br /> breaking a fire hydrant at Jackson and Pilgrim Streets, with resulting flooding water <br /> entering the tank and "floating" the oil out of the fill tube and into the City's storm catch <br /> basins. <br /> Notifications were made to Stockton Fire Department, Stockton Police Department, San <br /> Joaquin County IDES, San Joaquin County Health Department, Department of Fish and <br /> Game, Regional Water Quality Control Board, State Water Resources Control Board <br /> and the State Warning Center IDES (#01-1266). All of the notifications were completed <br /> by 1440 hours. The Stockton City Attorney's Office was notified on July 27, 2001. <br /> At about 1800 hours, Ramos Environmental Services arrived and began the clean up of <br /> the gutter and catch basins. Oil adsorbent booms were placed within the 7'x10' box <br /> culvert, which services the catch basins draining from this location and at the outlet of <br /> the box culvert. The 7'x10' box culvert is 7,391 feet in length with very limited access. <br /> Most of July 26, 2001 was devoted to locating and digging up manhole access points. <br /> Confined space entry was made at San Joaquin Street into the culvert and another <br /> adsorbent boom was placed. There was no evidence of fuel oil contamination at this <br /> location. Contamination was evident at the east entrance to the culvert. <br /> There is no flow occurring in Mormon Slough and even though the 7 x 10 box culvert is <br /> influenced by the tide, no fuel oil contamination entered the waterway.
