Secondary Containment Test requirements must still be satisfied prior to any construction work. One of the
following options must be met to fulfill the SB989 requirement(due December 31,2002).
a. The annular space must be tested prior to removal of trench system, if fuel is to remain in the tanks
during the retrofit.
b. Obtain a temporary closure permit from EHD until the system fulfills the secondary containment test
requirements.
If fuel is to remain in the tanks, the monitoring to the secondary containment must be continuously maintained.
Leaving a system under a vacuum does not constitute continuous monitoring.
If you have any further questions, please call me at(209)468-3468.
Thank you,
Dina Abate, EHS
Environmental Health Specialist
