RECHYED
FES 252010
ENVIROWENT HEALTH Shaw Environmental,Inc.
PERMIT/SERVICES 4005 Port Chicago Highway
Concord,California 94520-1120
Phone,925.288.9898
% 'Shaw 6lpfltal, Ing Fax:925.288.0888
February 23,2010 Shaw Project No. 137813.03
Mr. Jeffrey Wong
San Joaquin County Environmental Health Department
600 East Main Street
Stockton, California 95202
Subject: Letter Work Plan for Planned Soil Sampling,AT&T Facility, 345 North San
Joaquin Street,Stockton, California(UE042)
Dear Mr. Wong:
On behalf of AT&T, Shaw Environmental,Inc. (Shaw)is pleased to present this letter work plan
detailing proposed soil sampling and laboratory analysis activities at the above-mentioned
AT&T facility. AT&T is planning on replacing the subgrade piping leading from a 25,000-
gallon diesel underground storage tank(UST)to the emergency backup generator at the above-
mentioned AT&T facility. As part of the permit application, the San Joaquin County
Environmental Health Department(SJCEHD)requested a work plan be submitted detailing
collection and analysis of a soil sample from adjacent to the piping planned for removal. The
following sections describe the proposed scope of work.
Soil Sami ins Activities
The approximately five-foot length of fuel piping and one hundred-foot length of vent line piping
is located underneath a sidewalk along Lindsay Street(Figure 1). AT&T is planning on
removing the primary fuel piping, and leaving the secondary containment in place to serve as
rock guard for the new double-walled primary piping. In addition,AT&T is planning on
pressure-testing the secondary containment of the vent line piping and replace if the secondary
containment fails the test. At the request of the SJCEHD, soil samples are to be collected from
along the fuel and vent line piping.
In order to access subgrade soils,AT&T will arrange for coring of the concrete sidewalk at
locations adjacent to the piping. One concrete core will be advanced within two feet of the fuel
piping, and five concrete cores advanced within two feet of the vent piping every twenty feet,
starting at the bend within the vent pipe near the UST and up to where the vent pipe transitions
into the building. Proposed boring locations are depicted on Figure 1.
Following coring, Shaw personnel will advance soil borings through the fill material into native
soils to a depth of one to two feet below the base of the piping using a hand auger. A sample of
the soil will then be collected from each of the six locations using a core barrel sampler lined
10-0010-stocktonWP
I{ G
