(Shaw)is pleased to present this letter work plan <br /> detailing proposed soil sampling and laboratory analysis activities at the above-mentioned <br /> AT&T facility. AT&T is planning on replacing the subgrade piping leading from a 25,000- <br /> gallon diesel underground storage tank(UST)to the emergency backup generator at the above- <br /> mentioned AT&T facility. As part of the permit application,the San Joaquin County <br /> Environmental Health Department(SJCEHD)requested a work plan be submitted detailing <br /> collection and analysis of a soil sample from adjacent to the piping planned for removal. The <br /> following sections describe the proposed scope of work. <br /> Soil Sami ins Activities <br /> The approximately five-foot length of fuel piping and one hundred-foot length of vent line piping <br /> is located underneath a sidewalk along Lindsay Street(Figure 1). AT&T is planning on <br /> removing the primary fuel piping, and leaving the secondary containment in place to serve as <br /> rock guard for the new double-walled primary piping. In addition,AT&T is planning on <br /> pressure-testing the secondary containment of the vent line piping and replace if the secondary <br /> containment fails the test. At the request of the SJCEHD, soil samples are to be collected from <br /> along the fuel and vent line piping. <br /> In order to access subgrade soils,AT&T will arrange for coring of the concrete sidewalk at <br /> locations adjacent to the piping. One concrete core will be advanced within two feet of the fuel <br /> piping, and five concrete cores advanced within two feet of the vent piping every twenty feet, <br /> starting at the bend within the vent pipe near the UST and up to where the vent pipe transitions <br /> into the building. Proposed boring locations are depicted on Figure 1. <br /> Following coring, Shaw personnel will advance soil borings through the fill material into native <br /> soils to a depth of one to two feet below the base of the piping using a hand auger.
