I- i 0 <br />AMERICAN <br />CNVIRONMENTAL MANAGEMENT CORP. <br />Please Refer to: <br />AEMC Job No. 81030 <br />13 April 1989 <br />Mr. Harlin Knoll <br />San Joaquin Local Health District <br />1601 East Hazelton Avenue <br />Stockton, CAlifornia 95205 <br />RE: PROPERTY AT 5555 SHIPPEE LANE, UNDERGROUND TANK REMOVAL <br />Dear Mr. Knoll: <br />It was a pleasure speaking with you this morning, and I apologize that there was a <br />misunerstanding in my office as to the status of the permit for the saidproperty. I do <br />appreciate your attention to the matter. As per our conversation, the following items are <br />herein presented. <br />1. EPA No. CAC000166253 <br />2. Map of the area showing facilities and buried tank location to be excavated <br />is enclosed. <br />3. Workplan and procedures for the removal and disposal of the tank. <br />The following workplan describes the activities to be performed in order to close the tanks <br />in accordance with applicable state and local guidelines. <br />The 500 -gallon tank to be removed is empty at this time and will be exposed in its <br />excavation, then purged of volatile vapors by introducing dry ice into the tank (20 pounds <br />per thousand gallons of tank volume). After purging the tank and addition of dry ice, it <br />will be lifted from the excavation via a backhoe and loaded onto a truck. The tank will be <br />visually inspected for holes, stains, or other signs of leakage before being hauled to <br />Erickson, Inc., under an EPA Uniform Hazardous Waste Manifest, in Richmond, <br />Cali£orna for disposal. <br />The excavation will be inspected visually and with a Photo -Ionization Detector (PID) for <br />indications of soil contamination. Obvious contaminated soil will be removed from the <br />excavation and stockpiled on plastic pending disposal. <br />Soil samples will be obtained from beneath the tank as requiried by the San Joaquin Local <br />Health District. The samples will be obtained from a backhoe bucket in brass tubes. The <br />tubes will be sealed with Teflon, plastic end caps, and electrical tape: labeled and <br />refrigerated for transport to an EPA and State Certified Laboratory under chain of <br />custody. <br />Sampling protocols to be followed are outlined in the EPA SW -846 document as well as <br />the Leaking Underground Fuel Tank (LUFT) field manual.
