Address areas of soil impacted with hydrocarbons using limited <br /> over-excavation or other appropriate methods Pased on the levels <br /> encountered. <br /> Site-Specific Health and Safety Plan <br /> As required by the Occupational Health and Safety Administration (OSHA) "Hazardous <br /> Waste Operations and Emergency Response" guidelines (29 CFR 1910.120), and by <br /> California Occupational Health and Safety Administration(Cal-OSHA) "Hazardous <br /> Waste Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), a <br /> Site-Specific Health and Safety Plan will be prepared for the site. The Health and Safety <br /> Plan will be reviewed by the field staff and contractors prior to beginning field operations <br /> at the site. <br /> Soil Sampling Activities <br /> During upcoming activities, SECOR will be onsite to observe the removal of the product <br /> lines, and to collect soil samples in accordance with SJCEHD requirements. The <br /> samples will be submitted under chain-of-custody documentation to a California State- <br /> certified analytical laboratory for analysis as described below. <br /> Management of Excavated Soil and Limited Over-Excavation <br /> If soils impacted with hydrocarbons are encountered, limited over-excavation may be <br /> performed. Over-excavation, if performed, will be limited to approximately 50 to 200 <br /> cubic yards of soil. The area of possible over-excavation is shown as a dotted line on <br /> Figure 2. The maximum vertical extent of the over-excavation will be based on the limits <br /> of the excavation equipment, which is approximately 15 feet. <br /> Upon excavation, the soil will be stockpiled in segregated piles and covered with plastic <br /> sheeting at the site for sampling and later disposal. All stockpiled soil will be sampled at <br /> one four-point composite for every 100 yards and subsequently hauled and disposed of <br /> at an approved landfill. With the permission of SJCEHD, clean stockpiled soil may be <br /> re-used as fill onsite. <br /> Laboratory Procedures <br /> Soil samples collected during product line/dispenser upgrade activities will be submitted <br /> to the laboratory and analyzed for the presence of total petroleum hydrocarbons <br /> calculated as gasoline (TPH-g), benzene, toluene, ethylbenzene, xylenes (BTEX <br /> compounds), and methyl tertiary butyl ether(MtBE) by EPA Methods 8015 and 8020. <br /> 70600-042-01/WPLAN <br />
