Harding Way
Stockton, CA 95204
San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) has reviewed the "Work Plan for Soil Sampling During Product Line
Removal Activities" dated April 13, 1999, that was submitted by SECOR
International Inc. on behalf of the above referenced site and has the following
comments for your consideration.
The work plan presents a brief description of soil sampling activities anticipated to
take place during work to upgrade the dispensers and product lines to meet the
1998 Underground Storage Tank (UST) Standards. Compliance sampling of soils
beneath the dispensers and piping will take place as per established regulatory
guidelines. If contaminated soils are encountered, SECOR proposes to do a
limited over-excavation, up to 200 cubic yards.
In a phone conversation on May 6, 1999, SECOR informed PHS/EHD that the
planned activities at this site have expanded to include a complete removal of all
tanks, piping and dispensers. PHS/EHD was further informed that over-
excavation activities will not actually occur at the time the tank system is removed,
but will be initiated at a later date if analytical results from the compliance soil
sampling verifies a petroleum hydrocarbon contamination problem at this site.
The tank system removal work shall take place in accordance with the Tri-
Regional Board Staff Recommendations for Preliminary Evaluation and
Investigation of Underground Tank Sites, and under permit and inspection by the
PHS/EHD Unit III Investigator assigned to this site.
PHS/EHD approves the use of limited over-excavation, should soil sample
analysis confirm that petroleum hydrocarbon contamination has impacted this site.
Soil samples will be collected from the bottom and sides of the over-excavation
and analyzed for the presence of total petroleum hydrocarbons as gas (TPHg),
A Division of San Joaquin Countv Health Care Services
