Box 1257 <br /> San Ramon, California 94583 <br /> Subject: ARCO Service Station No.4932 <br /> 16 East Harding Way <br /> Stockton, California 95204 <br /> Dear Mr. Morescalchi: <br /> i The San Joaquin County Environmental Health Department (EHD) has received and <br /> reviewed Well Abandonment Work Plan (work plan), dated 10 March 2014, prepared and <br /> submitted by your consulting firm, Broadbent & Associates Inc. (Broadbent), on your behalf <br /> for the above-referenced site. The work plan was submitted in response to the EHD letter <br /> I dated 24 December 2013 directing a well destruction work plan be submitted to this agency. <br /> In the work plan, Broadbent proposes to destroy wells: MW-8 through MW-11, DMW-2, <br /> EUV-5 and 5'-6 by pressure grouting. Broadbent proposes to apply up to twenty pounds per <br /> square inch (psi) of pressure to the sealing material for a period of up to ten to fifteen <br /> minutes prior to forming a "mushroom cap" as described in the work plan. Broadbent <br /> proposes to over-drill the remaining twenty-eight wells (DMW-5, DMW-9, DMW-10, EW-1 <br /> through EW-4, EW-6, EW-7, MWA through MW-7, SVE-1, SVE-2, DMW-1, DMW-3, <br /> DMW-4, DMW-6, DMW-7 and S-1 through S-5). <br /> The EHD approves the work plan with the following conditions: <br /> • Over-drill DMW-2 instead of pressure grout this well since methyl tertiary-butyl ether <br /> (MTBE) contamination was detected in soil samples collected at thirty feet below <br /> surface grade (bsg) during the well installation; <br /> • Apply at least 25 psi of liquid grout pressure for ten minutes when pressure grouting <br /> the wells; <br /> • Notify the EHD at least two weeks prior to implementing fieldwork activities so that <br /> an inspector can schedule to be present for the well destructions; <br /> • Over-drill the wells using hollow-stem augers the size of or larger than the augers <br /> used to install the wells; and <br /> • Use a tremie pipe when applying the sealing neat cement from the bottom of the <br /> borehole upward to within three feet of the surface. <br />
