I0, <br />From: Oakland Bag Corp. 635 South Aurora St. Stockton, CA nno II <br />To: San Joaquin County Environmental Health Department �ll���u v <br />Date: Oct. 28, 2008 OCT 3 0 2008 <br />ENVIRONMENT HEALTH <br />Responses and requests regarding Notice of Violation dated SeptemWAb;SERVICES <br />2008 <br />#6 HSC, section25189.5 and #51 HSC section 25163(a) <br />Explanation: <br />Oakland Bag Corp. had purchased Eagle Bag Inc. in Jan. 2008 located in <br />700 Independent Road, Oakland and had lost the lease to continue on the <br />Oakland location. The old property 700 Independent Road had been sold to <br />a new owner in July 2008 and the new owner was very harsh on evicting us <br />and was given us one month's notice to move the entire factory (all 132,000 <br />SF of stuff). We started the move with one to two trucks and two to three <br />loads per truck per day for about 3 weeks in end of July and August. The <br />new owner came to us and told us that we need to move everything out of <br />the factory by the end of August and that we were moving too slow and he <br />threatened that if we did not move out by August that he will bring 100 <br />trucks out to move us out under our expenses. We had increased more <br />trucks per days to move everything to the new location (including garbage <br />just to get everything out of the location) so that we have time in the new <br />location to sort things out. We did not know what was allowed or not <br />allowed to move. We had used the following trucking companies: <br />COVENANT, DATS, ESTES.. (one of the company has the license to move <br />the hazardous materials). I will need some time to find out which trucking <br />company that moved these containers. <br />The new owner of Oakland Bag and the new office staff did not have <br />experience in this line of business and were depending on the previous <br />owners to consult business and the previous owners were not aware of this <br />rule also. Now that we know the rule and we will obey the rule. This has <br />not happen to us before and will not be again. We had never moved any of <br />these materials other than the hazardous material disposal companies. <br />#10 CCR, section 66262.11 and #12 CCR, section 66265.31 <br />Please give us a three month extension to take care of these issues. (Jan 30, <br />2009). We just moved to this new location and there are many expenses and <br />not enough resources (due to the distance between old and new location we <br />
