SAN JOAQUINBOUNTY ENVIRONMENTAL HEALv4 DEPARTMENT <br />ROUTINE HAZARDOUS WASTE INSPECTION REPORT <br />OAKLAND BAG, INC. <br />635 S. AURORA ST., STOCKTON CA <br />SEPTEMBER 30, 2008 <br />NOTICE OF VIOLATION: <br />#6. HSC, section 25189.5 – Transported or caused transportation of HW to an <br />unauthorized point [66263.23 (b) CCR]. <br />All of the containers of hazardous waste found at this facility were moved to this site <br />from the old business location at 700 Independence Rd., Ste. A, Oakland CA. (18) fifty- <br />five gallon metal drums of waste oil, waste solvent and waste ink and (5) pallets of five - <br />gallon buckets of waste ink. Hazardous waste can only be transported by a licensed <br />hauler to a designated disposal facility. Provide copies of disposal receipts for all of the <br />hazardous wastes listed above. Correct by 10/30/08. Class I Violation. <br />#51. HSC, section 25163 (a) – Transported hazardous waste without a valid registration. <br />Hazardous waste was transported from 700 Independence Rd., Ste. A, Oakland CA to <br />635 S. Aurora St., Stockton CA. A valid hazardous waste hauler registration with the <br />Department of Toxic Substance Control was not found. Hazardous waste can only be <br />transported by a licensed hauler to a designated disposal facility. Cease this practice <br />immediately. Class I Violation <br />#10. CCR section 66262.11 – Failed to determine if a waste is a hazardous waste. <br />In the workshop area, fine metal grindings were found on the concrete floor. These <br />grindings must be placed in a container and recycled. Several used lighting fixtures have <br />the ballasts still intact. Make a hazardous waste determination by either providing a copy <br />of the disposal receipts and/or copies of the analytical test results showing non hazardous <br />waste criteria per this section. Correct by 10/30/08. Class H Violation <br />#11. CCR, section 66262.11 – Managed a hazardous waste without an EPA number <br />(unless exempted by 25143.13 HSC). <br />At the time of the inspection, this business did not have an active EPA Identification <br />number. I printed an application from the Department of Toxic Substance Control <br />website and Mr. Kao filled it out and faxed it to DTSC. Class II Violation <br /># 12. CCR, section 66265.31 — Facility not maintained to minimize the release of a HW. <br />A oil stain was found on the asphalt parking lot near the front office Maintain this area <br />so that spills of hazardous wastes are minimized to release to the environment.
