SAN JOAQUINl.OUNTY ENVIRONMENTAL HEAL` ft DEPARTMENT <br />ROUTINE HAZARDOUS WASTE INSPECTION REPORT <br />OAKLAND BAG, INC. <br />635 S. AURORA ST., STOCKTON CA <br />SEPTEMBER 30, 2008 <br />training to all employees handling hazardous wastes regarding proper handling and <br />minimizing the release to the environment. The oil stain was verified to be cleaned up <br />after the inspection. Class II Violation <br /># 20. CCR, section 66262.34 — Failed to properly label containers of HW <br />(18) 55 -gallon containers of hazardous waste and (5) pallets of five gallon buckets and <br />others located throughout the property, were not labeled properly. A handout of the <br />requirements for labeling a container of hazardous waste for storage was provided. Two <br />sample labels were also provided. Provide documentation that all containers of <br />hazardous wastes have been labeled properly. Correct by 10/30/08. Class 11 Violation <br />#90. CCR, section 66262.34 (d)(2) — Modified emergency coordinator information <br />lacking or insufficient [as referenced by CFR 262.34 (d) and CFR (e)&(f)). <br />A handout was provided to correct this violation. Fill out the form and post next to the <br />telephones at this facility. Correct by 10/30/08. Class H Violation <br />#91. CCR, section 66261.7 (f) — An empty HW or Haz Mat container (larger than 5 <br />gallons) was not marked with the date it was emptied/not managed within one year of <br />being emptied. <br />(12) Empty contaminated 55 -gallon containers were found onsite and were not marked <br />with the date they became empty. Either provide a copy of a receipt for proper disposal <br />or documentation that the containers have been labeled properly. Correct by 10/30/08. <br />Class H Violation <br />SUMMARY OF VIOLATIONS: <br />#6 & #51are Class I violations. #10, #11, #12, #20, #90 & #91 are Class II violations. <br />Submit the Certification of Return to Compliance Statement, a corrective actions <br />statement and supporting documentation (forms, receipts, reports, photos, etc.). <br />Submit all required information as stated above by October 30, 2008. <br />Note: Violation #56 was marked on the checklist issued on 9/30/08. I have taken the <br />violation off of this inspection report because it applies to transporters of hazardous <br />waste.
