III. BACKGROUND <br />At a San Joaquin County task force meeting Lead Senior Registered Environmental Health <br />Specialist Raymond von Flue from San Joaquin County Environmental Health (SJCEH) requested <br />support for his investigation into the company Oakland Bag. I agreed to assist by sampling the <br />abandoned wastes left behind by Oakland Bag when they closed down operations at the site on <br />Aurora Street. <br />Oakland Bag is a bag printing company and produced wastes related to that process. 2009 <br />manifest records indicate they generate "waste printing ink related materials' that are listed as <br />hazardous for ignitability and a "Non RCRA hazardous waste liquid" listed as an organic solvent <br />with halogens. Oakland Bag abandoned inks and several drums labeled as Hazardous Waste. <br />The property at the time of sampling was under the control of Kendall Bates Vice President for <br />Rabobank, the current property owner. <br />IV. SAMPLING <br />LSREHS Raymond von Flue and LSREHS Willie Ng from SJCEH, Investigator Mike Morris from <br />the San Joaquin County District Attorney's office and Kendall Bates, Vice President for Rabobank <br />met Gil Whipple and I at 635 Aurora Street in Stockton at 10:00am on the morning of February <br />10`h. Upon arrival at the facility we obtained consent from Kendall Bates to inspect, take pictures <br />and take samples as needed on site. <br />After obtaining consent LSREHS Flue led us to the western side of the property where the <br />hazardous waste and abandoned product was stored. See attachment 5 for a diagram of the <br />portion of the property inspected and attachment 1 the Photographic Log for Oakland Bag for <br />pictures of the property. All photo exhibits referenced in this report are in attachment 1 unless <br />specified otherwise. <br />During our inspection of this portion of the property we found the following present; <br />• One trailer containing 203 five gallon plastic buckets of ink and 1 five gallon metal bucket of <br />ink labeled flammable. See photo exhibit 10. <br />Another trailer containing 144 five gallon metal buckets of ink labeled flammable, 10 empty <br />55 gallon drums, 4 full metal 55 gallon drums labeled as containing normal propyl alcohol, 1 <br />full metal 55 gallon drum with a flammable label, 1 full metal 55 gallon drum with hydraulic <br />oil, 1 full plastic 55 gallon drum labeled as Load Lok LPH 35. See photo exhibits 4, 6-8, & <br />15. <br />• A small wooden storage area, open on the side, containing 8 five gallon metal buckets of ink <br />labeled flammable, 2 five gallon plastic buckets of ink, 2 - 55 gallon drums labeled as <br />"Hazardous Waste, Water Based Ink," 2 empty 55 gallon drums that were open and <br />corroded.
