A Hazardous Waste Storage area that consisted of 2 wooden covered boxes open on one <br />side. One box contained 6 — 55 gallon drums labeled as Hazardous Waste. 4 were labeled <br />as "plate developer," and 2 labeled as "machine oil." See photo exhibit 27. The other box <br />contained 10 — 55 gallon drums labeled as Hazardous Waste. 4 labeled as "water based <br />ink," 4 labeled as "plate developer," 1 labeled as "no good oil," and 1 unlabeled. See photo <br />exhibit 16. A sample was taken from three of these drums. <br />After inspection of the property and the wastes we determined we would need to take four <br />samples to represent the different wastes found on site. One of the flammable inks in the first <br />trailer, and then one from each type of labeled hazardous waste drum, a plate developer, a used <br />oil, and a water based ink. During sample collection Gil Whipple and I were in Level C personal <br />protective equipment, wearing a Tyvek-QC suit, rubber boots, nitrile gloves, and full face <br />respirators with Advantage GME -P100 filters. A new pair of nitrile gloves was donned for each <br />sample. The locations from which each sample was taken can be found in attachment 3 the <br />diagram of the sampling area. Photo exhibits referenced for each sample below can be found in <br />attachment 1 the Photo Log for Oakland Bag. <br />Sample OakB1 was collected from a 5 gallon metal bucket of ink. The 5 gallon container of ink <br />was from Advantage Inks labeled "flexo 7512 brown." and had a flammable sticker on the <br />container. It was found on the top (3rd) shelf in the first storage container. The bucket was <br />opened using a flat head screw driver and the sample taken using a new disposable plastic 5 ml <br />pipette. Sample OakB1 was collected in a 4 oz clear glass jar and enough sample was taken to <br />fill the container. The sample was then closed, sealed with evidence tape, photographed, placed <br />in a cooler and locked in the back of the sampling vehicle. See photo exhibits 11 -15. <br />Sample OakB2 was collected from a 55 gallon blue hazardous waste drum found in the hazardous <br />waste storage area. The drum was labeled as NonRCRA Hazardous Waste Liquid Plate <br />Developer #70640. The drum was opened using a non sparking drum wrench. Once opened <br />100ppm (parts per million) of volatile organic compounds (VOCs) were detected coming from the <br />drum by an MSA Sirius Multigas Detector. The sample was then collected using a new Coliwasa <br />(composite liquid waste sampler) to obtain liquid from every level of the drum in case there are <br />multiple phases in the drum that have separated out. Upon collection of the sample it was <br />apparent there were multiple phases in the drum; one was a white cloudy liquid and the other a <br />clear yellow liquid. Sample OakB2 was collected in a 32 oz clear glass jar and enough sample <br />was taken to fill the container. The sample was then closed, sealed with evidence tape, <br />photographed, placed in a cooler and locked in the back of the sampling vehicle. See photo <br />exhibits 16 -19. <br />Sample OakB3 was collected from a 55 gallon black hazardous waste drum found in the <br />hazardous waste storage area. The drum was labeled as "no good oil." The drum was opened <br />using a non sparking drum wrench. No VOCs were detected coming off the drum. The sample <br />was then collected using a new Coliwasa to obtain liquid from every level of the drum in case <br />there are multiple phases in the drum that have separated out. Only one phase was seen upon <br />collection of the sample. Sample OakB3 was collected in a 32 oz clear glass jar and enough <br />sample was taken to fill the container. The sample was then closed, sealed with evidence tape, <br />photographed, placed in a cooler and locked in the back of the sampling vehicle.
