All monies to be used in addition to, and not in lieu of, money budgeted to the Environmental Health Division by the Board of Supervisors, for Environmental toxic enforce- ment activities, including increased staff training, equipment, community education/public participation, investigation, preparation, and sampling activities of the currently delineated responsibilities of the Environmental Health Division throughout San Joaquin County. These grant monies are for the sole use of enhancing the Environmental health Division's toxic enforcement activities and or not intended to replace existing or future monies allocated to the Environmen- tal Health Division by the Board of Supervisors. All the money not used in accordance with the program activities identified above shall immediately be turned over to the Department of Fish and Game and placed into the Fish and Wildlife Cleanup and Abatement Account pursuant to §12011(x)(2) of the Fish and Game Code.
