All monies to be <br /> used in addition to, and not in lieu of, money budgeted to the Environmental <br /> Health Division by the Board of Supervisors, for Environmental toxic enforce- <br /> ment activities, including increased staff training, equipment, community <br /> education/public participation, investigation, preparation, and sampling activities <br /> of the currently delineated responsibilities of the Environmental Health Division <br /> throughout San Joaquin County. These grant monies are for the sole use of <br /> enhancing the Environmental health Division's toxic enforcement activities and <br /> or not intended to replace existing or future monies allocated to the Environmen- <br /> tal Health Division by the Board of Supervisors. All the money not used in <br /> accordance with the program activities identified above shall immediately be <br /> turned over to the Department of Fish and Game and placed into the Fish and <br /> Wildlife Cleanup and Abatement Account pursuant to §12011(x)(2) of the Fish <br /> and Game Code. <br />
