(c) Processes, operations, and activities generating the waste, with <br /> corresponding block diagram: See Appendix D. <br /> Star Buildings surface paints all structural members (steel beams) with a <br /> primer coating made of water-based paint. The coating operation <br /> complies with San Joaquin Valley Unified Air Pollution Control District <br /> Rule 4603, 5.1 (Surface Coating of Metal Parts and Products). The paint is <br /> categorized as high solids, lead and chrome free, air dry alkyds. The VOC <br /> • content of these paints as received,ready to apply, vanes from 95 to 105 <br /> grams per liter. An average total of 20,000 gallons of paint (2002), and <br /> primer, are used per year. Usage variations are due to changes in <br /> production levels. All paints are stored in closed, non-absorbent containers <br /> when not in use. <br /> Three painting processes are used: 900 gallon dip tank, a Vac-U-Paint <br /> Continuous Coating operation,and an Graco HVLP (High Volume, Low <br /> Pressure) spray system. The processes are alternative and not additive. <br /> Products that are dip painted are not hand sprayed and those products that <br /> are hand sprayed are not dip painted. The choice of method is determined <br /> by the size of the structural member and the specific color of primer <br /> requested by the customer. <br /> • In the dip tank processes, the structural member is immersed into the <br /> tank and coated with primer. It is then elevated (withdrawn) and <br /> allowed to drip-dry. Dip coating equipment complies with SJVUAPC <br /> District Rule 4603,5.5.6. <br /> • In the dip tank processes waste is generated by drips or spills that are <br /> swept up and collected when dry. <br /> • In the Vac-U-Paint Continuous Coater, the structural member is <br /> carried via conveyor through a paint reservoir and air-dried. The air <br /> and minute paint particles are pulled through an expansion chamber <br /> and filter cabinet utilizing a vacuum pump. The filtered air is then <br /> exhausted out of the building. The continuous coater complies with <br /> SJVUAPC District Rule 4102, 4.1 and District Rule 4603, 5.5. Paint <br /> that is not recycled back into the paint reservoir becomes hazardous <br /> waste. <br /> • In the Graco HVLP, hand spraying process,paint is delivered from a <br /> 55-gallon drum via rigid piping using high-volume, low-pressure spray <br /> coating equipment, and is normally consumed before the paint gets out <br /> of condition. The high-volume, low pressure spray equipment <br /> complies with SJVUAPC District Rule 4603, 3.20, and 4603, 5.5.3. In <br /> the hand-spraying process,there are wastes generated by overspray and <br /> dried paint in the drum if the paint has not been used completely. The <br /> over spray is then collected and stored for disposal. The waste is stored <br /> and disposed of in 30 cubic foot capacity Super Sack container. <br /> 7 <br />
