• Employee Health& Safety Implications-There are no projected effects or detriments <br /> to employee health and safety. All safety standards would continue to be met with <br /> improved work practices. There is a potential for a positive effect on employee <br /> morale with the development of an incentive program for the successful completion <br /> of their goals. <br /> • State, Local, and Federal Law Compliance -All improved procedures would continue <br /> compliance with all regulations. <br /> • Releases &!Discharges -There would be a reduction in the overall hazardous paint <br /> waste generated. There would be no transference of emissions and discharges to any <br /> other environmental media-air,water,or land- as a result of the improved work <br /> practices and vendor supplied containers. <br /> The implementation of measures(2), (3), and(4) would be the most cost effective, <br /> economically feasible, and realistically achievable means to successfully reduce the <br /> amount of hazardous paint waste generated by Star Buildings. Therefore the three <br /> measures will be implemented by the company. <br /> (e) A timetable for making reasonable and measurable progress in implementation of the <br /> selected measures for the hazardous paint waste stream: <br /> A reasonable timeline for implementing measure (2) would be a six month time period to <br /> evaluate the current work practices, and develop training materials for and then <br /> implement <br /> the training process for three shifts of employees. Star Buildings will strive to meet this <br /> milestone by the end of January, 2004. There will undoubtedly be a learning curve for <br /> employees and periodic review of the successful implementation of improved work <br /> practices should be done twice per year. A reasonable and achievable goal for the <br /> implementing measure (3) the development and implementation of an incentives program <br /> that demonstrates management's commitment to the reduction of hazardous waste should <br /> be accomplished in the same time frame. A yearly review of the success of the incentives <br /> program should be done. A reasonable goal for the implementation of measure (4) would <br /> be in the six month to one year time frame. Based on the vendor's ability to deliver <br /> product in the requested type of cotainers (see Item#4 above) and the cost effectiveness of <br /> such delivery from the vendor, the time frame may be accelerated or delayed. Periodic <br /> review of all vendor supplies should be done on a yearly basis to assure the best type of <br /> container delivery is on-going. STAR Buildings commits to research into new <br /> technologies on a continuing basis with a yearly review of processes. <br /> (f) A four year numerical goal for reducing the generation of hazardous waste streams <br /> through he selected measures: <br /> For the four year time period of June 1, 2003 through May 30, 2007, Star Buildings <br /> will strive for a 5% reduction in the generation of hazardous paint waste by source <br /> reduction easures specified in the Plan.
