'INSPECTION REPORT by Kasey FZvey <br /> Date of inspection: April 21, 1995 <br /> Location of inspection: R.V. Circuits <br /> 916 S. Center Street <br /> Stockton, CA pri <br /> People present at facility: Art Smith, former owner of RV Circuits <br /> John Hinkle, current property owner <br /> Michael Kith, PHS-EHD <br /> Kasey Foley, PHS-EHD <br /> David Irey, DA's Office <br /> Arrived at facility at approximately 9:15 a.m. and found Art Smith and John Hinkle waiting <br /> for Laidlaw. Mr. Smith said Laidlaw was coming over to give him a bid for the disposal <br /> of all hazardous waste left onsite at the facility. <br /> Michael Kith and I went inside the facility with Mr. Smith and Mr. Hinkle to look at the <br /> equipment that Mr. Smith wants to take back with him to R. J. Enterprises in Nevada. Mr. <br /> Smith had a "Brat IIP' Developer unit, which previously contained a 3% Potassium <br /> carbonate solution, cleaned and ready for transport. Mr. Smith also showed us an <br /> etchant unit that he wanted to transport to the same location, but this unit was obviously <br /> covered with a copper solution of some kind. Mr. Smith stated that the unit held an <br /> ammoniated etchant, which Mr. Smith referred to as "mean stuff" (which he explained <br /> meant that it smelled like ammonia) and the outside of the unit was according to Mr. <br /> Smith "... covered in copper crystals which had to be wiped off, which was hard to do <br /> because there was no water in the facility." This left a blue smear all over the equipment <br /> which gave the appearance that the equipment was not clean, at least not clean enough <br /> to transport. I mentioned this to Mr. Smith and he said he was aware that the equipment <br /> needed to be cleaned up prior to transporting it. Mr. Smith then asked if I was going to <br /> let him transport any of it. I explained to Mr. Smith that I was only onsite in the place of <br /> Doug Wilson who was off today and that I did not feel comfortable making a decision like <br /> that. I did tell Mr. Smith that I would call DTSC and ask someone there what they thought <br /> of the idea (Was it legal to transport a piece of equipment that held a chemical solution <br /> to another location to hold the same chemical solution?) <br /> The amount of hazardous waste removed from the Bratt III Developer unit, including <br /> cleaning the unit, amounted to 55 gallons and was placed in an unlabeled 55-gallon <br /> drum. This drum is still in the room from which the Developer unit was removed along <br /> with a tank that is holding approximately 30-40 gallons of potassium carbonate waste <br /> mixed with photosensitive polymers. <br /> The amount of hazardous waste removed from the ammoniated etchant unit filled two, <br /> unlabeled, covered in copper solution, 55-gallon drums. <br /> I asked Mr. Smith if Laidlaw was also going to clean up the floor in the processing room <br /> and he said no they are only going to haul the hazardous waste. <br /> 1 <br />
