Mr. Smith stated that he did not think the floor was going to-Be contaminated and I said <br /> that I hoped he was right, but then I said look at Circuit Works. Mr. Smith went on to <br /> explain the difference between his operation and Circuit Works operation and he felt that <br /> there would be no problem with contamination because his floors "..were sealed". <br /> Mr. Smith told me that they had treated approximately 26,000 gallon of the wastewater <br /> that was in the parking lot poly tanks and that water was then disposed of into the sewer. <br /> Mr. Smith said that approximately 12,000 gallons still remains untreated but will be treated <br /> with the help of Al Navarro who will upgrade the ion exchange unit on the property for <br /> that purpose. I asked what will happen to the ion exchange unit once the treatment is <br /> over and Mr. Smith said Mr. Navarro will take it back because it actually belongs to him. <br /> The three tanks that hold sludge from the treated wastewater still need to be cleaned out <br /> and that will be done by Mr. Tupas, Mr. Tupas, and Mr. Smith with a high pressure <br /> washer, with the waste going into one of the other poly tanks for treatment and eventual <br /> disposal into the sewer. <br /> I asked Mr. Smith where Mr. Celso Tupas and Mr. Renato "J.R." Tupas are working now. <br /> Mr. Smith said Celso is working for LIKA and J.R. is working for a truck leasing company <br /> behind McDonald's on Charter Way as an accountant. <br /> Mr. Smith then showed me the sales agreement for Dana Commercial Credit, 2220 <br /> Douglas Blvd., #250, Roseville, CA 95661 to sell the equipment to R.J. Enterprises, Inc., <br /> PO Box 1944, Carson City, Nevada, 89702. <br /> Mr. Smith showed me the original quote for the value of the equipment to be $18, 140 in <br /> 1989 for the Bratt III Developer and $28,015 in 1989 for the Alkaline Etching System <br /> model CC516-20. Mr. Smith explained that he leased the equipment with an option to <br /> buy at the end of his lease and he only had $12,000 left to pay on the contract. <br /> I told Mr. Smith that I would let him know what the answer to his question was about <br /> transporting the equipment, after I spoke with DTSC. Mr. Hinkle asked me if he would <br /> be able to sell the building after Mr. Smith removes all of the equipment and hazardous <br /> waste. I told Mr. Hinkle that the contamination to the floor still has to be addressed and <br /> if he would like further information about that then I would try to bring Mr. David Irey back <br /> to the site with me later this afternoon and both Mr. Smith and Mr. Hinkle agreed to that. <br /> Michael Kith and I left the site at 10:00 a.m. <br /> 1:30 p.m. I spoke with Alan Ito of DTSC about the transportation of the equipment that <br /> held the developer and the etchant solutions. Mr. Ito told me that if the equipment held <br /> chemicals that were used for a process and the chemicals were removed and disposed <br /> of as hazardous waste then the equipment could be transported and used at another <br /> location if the equipment was to be used for the same process. I told Mr. Ito that was <br /> indeed the case however the equipment was not certified "clean" prior to transporting it <br /> and Mr. Ito told me that there is no certification required. <br /> I then asked Mr. Ito about treating the rest of the waste onsite under their previously held <br /> tiered permit. Mr. Ito said that if the business still exists then it would be acceptable, if <br /> however, the business is dissolved then a new permit would have to be applied for. <br /> 2 <br />
