Circuits <br /> 9 <br /> 916 Center <br /> Stockton, CA <br /> On 4-20-95 at approximately 4: 15 p.m. I met Mr. Art Smith at the <br /> above location. I had gone to the site after being alerted by <br /> Ms. Tony Duncan, City of Stockton, MUD that Mr. Smith and the <br /> property owner were preparing to remove equipment from the site. <br /> Upon going to the site I observed Mr. Smith and another person in <br /> front of the building. I met Mr. Smith and he introduced the <br /> other person as Mr. Manual Vasquez. Mr. Smith indicated that Mr. <br /> Vasquez had cleaned the equipment that was to be transferred to <br /> his present employer a Mr. Kurt Petel, R. J. Enterprises, Carson <br /> City, Nevada, Ph 702-246-3000. I asked Mr. Smith if he had any <br /> financial interest in the Nevada company and he indicated that he <br /> had no financial interest in the Nevada company. I asked Mr. <br /> Smith which equipment was to be removed. Mr. Smith indicated <br /> that two pieces of equipment were to be removed, a developer and <br /> an etching machine. I asked Mr. Smith who would be responsible <br /> for the waste from the cleaning of the equipment which was to be <br /> transferred. Mr. Smith stated that the sale of the equipment was <br /> made through the owner of the equipment a holding company and his <br /> present employer Mr. Petel. Mr. Smith stated that the contract <br /> was on a bill of sale with the statement, "as is" . I asked Mr. <br /> Smith if any additional waste had been created from the cleaning <br /> of the equipment. Mr. Smith admitted that as much as 50 % <br /> additional waste had been created in the cleaning process. Mr. <br /> Smith indicated that the waste had been put into barrels and <br /> properly labeled. I asked again who was going to be responsible <br /> for the removal of the waste. Mr. Smith indicated that the <br /> Tupuses and he would eventually remove the waste from the site. <br /> Mr. Smith indicated that Laidlaw had been requested to come to <br /> the site on 4-21-95 and make an estimate as to the cost of <br /> removing the hazardous waste stored on the site. I asked Mr. <br /> Smith who had cleaned the equipment. Mr. Smith indicated that <br /> Mr. Manual Vasquez had done the cleaning. I asked if Mr. <br /> Vasquez, who lives at 1119 S. Center, Stockton, had any training <br /> in handling hazardous waste. Mr. Vasquez indicated that he <br /> didn't have any certificates but had worked at several local <br /> circuit board companies including R. V. Circuits, Circuit Works <br /> and Citation Circuits.
