1.0 INTRODUCTION <br /> 1.1 GENERAL <br /> This Health and Safety Plan (HASP) is intended to address safety and health hazards/procedures to be observed during the <br /> performance of site boring and exploration, sampling in accordance with the Preliminary Endangerment Assessment(PEA) <br /> Work Plan and possible limited excavation of soil to accommodate the sampling protocol. <br /> This HASP will govern contractor operations involving the following activities: <br /> Site boring utilizing a Geoprobe <br /> • Temporary excavation to accommodate soil sampling <br /> • Handling and management of excavated soils <br /> Activities involving placement and compaction of imported fill(select fill and aggregate base) on prepared subgrade, trench <br /> shoring, trench backfilling, are excluded from this HASP. These activities will be governed by the individual contractor(s) <br /> and subcontractors injury and illness protection plans (IIPP), hazard communication programs or health and safety plans, <br /> including standard operating procedures. <br /> 1.2 POLICY STATEMENT <br /> It is the policy of Advanced GeoEnvironmental, Inc. (AGE) to provide a safe and healthful work environment for all its <br /> employees. AGE considers no phase of operations or administration to be of greater importance than injury and illness <br /> prevention. Safety takes precedence over expediency or shortcuts. At AGE, we believe every accident and every injury is <br /> avoidable.We will take every reasonable step to reduce the possibility of injury,illness, or accident. <br /> This HASP is a project-specific document, and is intended to augment and not replace existing health and safety programs, <br /> injury and illness protection plans, hazard communication programs, respiratory protection programs, hearing conservation <br /> programs, trench safety programs, training programs, standard operating procedures and other safety related programs, <br /> methods or procedures developed by AGE, contractors and subcontractors for their own employees. These include both <br /> voluntary and regulatory required programs. <br /> 1.3 HEALTH AND SAFETY PROVISIONS AND OBJECTIVES <br /> The provisions of this Health and Safety Plan are mandatory for all AGE, contractor and subcontractor onsite personnel while <br /> engaged in any operations at the Project Site. AGE requires that visitors to the work locations performed as part of the <br /> drilling at the Former RV Circuits Facility,also abide by these procedures(see Section 10.4). <br /> Excavation,drilling and sampling operations covered under this HASP include,but are not limited to: <br /> Initial work location reconnaissance, including utility clearance, <br /> • Site preparation and layout, <br /> • Site excavation of limited areas for drilling, <br /> Continuous and discreet core drilling utilizing Geoprobe <br /> On-site hazard controls and monitoring include,but are not limited to: <br /> • Dust abatement, <br /> • Air monitoring, <br /> • Stockpiling of excavated materials, and <br /> • Handling and storage of suspect excavated soils <br /> Potential physical and chemical hazards associated with the above tasks are described in Section 5. <br /> Page 6 <br />
