Circuits to the County office of Emergency Services <br /> 3 showing the location of the building on the premises to be <br /> 4 searched. <br /> Your affiant is aware that Mr. Smith, Mr. R.C. Tupas, and <br /> 5 <br /> 6 Mr. Celso Tupas are the principal corporate owners and officers <br /> 7 of R.V. Circuits. (R.V. Circuits manufactures circuit boards <br /> 6 using acid, bases, metals and other hazardous materials and <br /> waste. ) <br /> 9. <br /> 10 Since 1987, two civil and one criminal complaint alleging <br /> numerous violations of the Hazardous Waste Control Act, the <br /> 11 <br /> 12 Uniform Fire Code, the Uniform Building Code, and Failure to <br /> 13 Comply with Pretreatment Requirements of the Stockton Municipal <br /> 14 Utilities District have been filed against R.V. Circuits. In <br /> 15 each of these cases R.V. Circuits operated under the same <br /> 16 principal owners and officers. A civil complaint was filed by <br /> 17 the People on January 14 , 1988, alleging various violations of <br /> 18 health and safety codes and multiple violations of unfair <br /> 19 business practices (Attached as Attachment 1 and incorporated <br /> 20 hereto by said reference) . Your affiant has attached the <br /> 21 Permanent Injunction and Final Judgment Pursuant to Stipulation <br /> 22 in Superior Court Case No. 205047 (Attached as Attachment 2 and <br /> 23 incorporated hereto by said reference) , filed May 31, 1988 and <br /> 24 signed by Judge Saiers. <br /> 25 On February 6, 1991, San Joaquin County District Attorney's <br /> 26 Office again filed a civil complaint in Superior Court, Case No. <br /> 27 231300, alleging numerous violations of the Health and Safety <br /> 28 Code, the Business and Professions Code, and Nuisance.
