Using conventional technology, the wastewater stored at <br /> 1 <br /> R.V. Circuits could be treated and discharged to the sanitary <br /> 2 <br /> sewer provided certain requirements are met. The wastewater <br /> 3 <br /> must be properly pretreated to remove metals and then <br /> 4 <br /> neutralized to an acceptable pH range before it is discharged. <br /> 5 <br /> The pretreated wastewater is required to meet all applicable <br /> 6 <br /> Federal, State and local limits. Sampling and testing by a <br /> 7 <br /> certified laboratory must be done to document compliance <br /> 8 <br /> throughout the discharge. <br /> 9 <br /> The City of Stockton has completely cut off sewage service <br /> 10 <br /> from R.V. Circuits due to long term significant noncompliance. <br /> 11 <br /> At this time the sanitary sewer remains disconnected. <br /> 12 <br /> On August 18, 1993 , based on the complaint of the <br /> 13 <br /> aforementioned employee, your affiant along with an inspection <br /> 14 <br /> team made up of inspectors from PHS-EHD and the California <br /> 15 <br /> Department of Toxic Substances Control made contact with Mr. Art <br /> 16 <br /> Smith at 916 South Center Street. Mr. Smith was informed by <br /> 17 <br /> your affiant that PHS-EHD had received complaints regarding R.V. <br /> 18 <br /> Circuits hazardous waste handling, employee safety concerns, <br /> 19 <br /> and, thus, PHS-EHD was requesting to make an inspection of the <br /> 20 <br /> facility. Mr. Smith was informed that the inspection would <br /> 21 <br /> include photographs, samples and inspection of documents on the <br /> 22 <br /> handling of hazardous waste and employee safety. Mr. Smith <br /> 23 <br /> stated, "Come on, " and led the inspection team through the <br /> 24 <br /> inspection. <br /> 25 <br /> The inspection team which included employees of both the <br /> 26 <br /> California Department of Toxic Substances Control and PHS-EHD <br /> 27 <br /> located scores of violations of the Hazardous Waste Control Act. <br /> 28 <br /> 4 <br /> w✓ <br />
