Using conventional technology, the wastewater stored at
1
R.V. Circuits could be treated and discharged to the sanitary
2
sewer provided certain requirements are met. The wastewater
3
must be properly pretreated to remove metals and then
4
neutralized to an acceptable pH range before it is discharged.
5
The pretreated wastewater is required to meet all applicable
6
Federal, State and local limits. Sampling and testing by a
7
certified laboratory must be done to document compliance
8
throughout the discharge.
9
The City of Stockton has completely cut off sewage service
10
from R.V. Circuits due to long term significant noncompliance.
11
At this time the sanitary sewer remains disconnected.
12
On August 18, 1993 , based on the complaint of the
13
aforementioned employee, your affiant along with an inspection
14
team made up of inspectors from PHS-EHD and the California
15
Department of Toxic Substances Control made contact with Mr. Art
16
Smith at 916 South Center Street.
