uncovered. (photo 6 Mr. Ito asked Mr. Smith if he knew what
was in the container. Mr. Smith indicated that all the
containers were of the compressor oil/water mix. Mr. Smith
then placed his finger in the blue container and withdrew it
attempting to show the oily substance. Mr. Smith was
cautioned that the container had a pH of 1 and that he could
be injured. Mr. Smith continued to place his finger in the
container and again indicated that as far as he knew the
material was compressor waste water.
EAST SIDE OF BUILDING:
Several large poly tanks were found in this area. (photos
#12, 14) The largest tank, Mr. Smith indicated, contained
11, 000 gals . of treated waste water. Mr. Smith indicated that
he had sample results including a fish bioassay on the
material in the tank. (photo #12) It was noted at the rear of
this tank a small leak had been dripping to the ground. Below
the drip point a coffee can had been placed to contain the
drippings. Soil appeared to be stained in the area around and
below the drip point. (photo #13)
A storage shed was found located immediately to the rear of
the 11, 000 gallon tank. In the shed were several spent copper
anodes. (photo 118) Mr. Smith was asked if he had these taken
to a licensed recycler. Mr. Smith stated that he had them
picked up by a metal recycler. These anodes were not
contained in a hazardous waste container with a label
indicating hazardous waste.
Two portable toilet facilities were found located to the west
of the shed. (photo #19)
Several additional poly tanks were found located to the west
of the 11, 000 gal tank. (photo #14) Mr. Smith indicated that
all the tanks in this immediate area were filled to the top
with treated waste water. The tanks noted in the area were as
follows:
NUMBER OF TANKS VOLUME OF TANKS TOTAL VOLUME
1 11, 000 11, 000
2 5, 000 10, 000
3 2 , 500 7 , 500
1 700 700
TOTAL 7 29,200
The 700 gallon tank located next to the treatment and storage
area had no top and was full almost to the top of the
container rim. Mr. Smith confirmed that this 700 gallon tank
contained untreated waste. None of the containers in the area
3
