open tanks located in this area which were filled with various <br /> colored liquids. The secondary containment sump located below <br /> some of these tanks was found filled with a blue-colored <br /> liquid. None of the open tanks appeared to be labeled to <br /> indicate their contents. Mr. Smith stated all the containers <br /> in the area contained untreated waste water. (photo #27) <br /> PLATING ROOM: <br /> Upon entering the plating room, spills were noted throughout <br /> the floor area. (photo #31, 32, 39 , 40) Liquid was evident in <br /> almost every area of the floor. Some areas of the floor were <br /> covered with varying colors of liquid and hues of bright blue <br /> leached across several floor areas. (photo #39, 40) The several <br /> areas of the floor were tested with pH paper and very high and <br /> low pH' s were noted. Some pH's were as low as pH 1. A mop <br /> bucket was found behind some of the equipment and tested with <br /> pH paper. The liquid in the mop bucket had a pH of 1. (photo <br /> #44) Five gallon open containers were found throughout the <br /> plating bath area and standing in the secondary containment <br /> sump system. The five gallon containers were full and <br /> contained varying colors of liquids. Some containers were <br /> found marked, "nitric acid" , although most of the containers <br /> had no indication of the contents. Mr. Smith stated that all <br /> the containers contained untreated waste. Several containers <br /> were tested with pH paper and had pH' s of approximately <br /> 1. (photo #31, 32 , 33 , 34 , 36, 37) <br /> GOLD PLATING AREA: <br /> An eye wash station was found located in this area. Mr. Ito <br /> tested the system and after several tries got the system to <br /> work. <br /> MANIFEST AND SAFETY RECORDS: <br /> Eleanor Ratliff inspected the records in the office while the <br /> other inspection team members prepared to sample. Ms. Ratliff <br /> was unable to find any records of 40 hrs. of hazardous waste <br /> safety training. Mr. Smith was unable to produce adequate and <br /> specific documents of training nor a list indicating personnel <br /> assigned to handle hazardous waste. Training records lacked <br /> a description of specific types of training and the content of <br /> training. Mr. Smith later produced a document which listed <br /> personnel by the general work area they were assigned. Mr. <br /> Smith could not provide an adequate contingency plan. The <br /> contingency plan lacked detailed emergency arrangements with <br /> local fire, police, and the Office of Emergency Services (OES) <br /> agencies as well as lists of emergency equipment and its <br /> location.
