4 . One 1-yard bin (photo 124) labeled as hazardous waste was <br /> stored past 90 days. Section 66262 . 43 (a) Article 3, Chapter <br /> 12 , Title 22 , CCR / Health and Safety Code Section 25189 . 5 <br /> (d) - <br /> 5 . Hazardous waste was stored in secondary containment sumps <br /> which were not approved as containers. Health and Safety Code <br /> Section 25189.5 <br /> 6 . One 55-gallon drum in the hazardous waste storage area was not <br /> in good condition and leaking hazardous waste. Section <br /> 66265. 171, Article 9, Chapter 15, Title 22 , CCR / Health and <br /> Safety Code Section 25189.5 (d) . <br /> 7 . Numerous 5-gallon buckets, 30-gallon barrels, and various <br /> plastic containers used to hold hazardous waste were not <br /> closed. Section 66265. 173 (a) , Article 9. Chapter 15, Title <br /> 22 , CCR / Health and Safety Code Section 25189 . 5 (d) . <br /> 8 . Numerous containers holding hazardous waste were stored in a <br /> manner which may cause the waste to leak or spill. At the time <br /> of the inspection, workers were mopping up a recent spill in <br /> the plating room. Section 66265. 173 (b) , Article 9, Chapter <br /> 15, Title 22, CCR / Health and Safety Code Section 25189 . 5. <br /> 9 . The operator could not demonstrate that any of the containers <br /> holding hazardous waste were inspected for deterioration. <br /> Section 66265. 174 , Article 9, Chapter 15, Title 22, CCR / <br /> Health and Safety Code Section 25189 . 5 (d) . <br /> 10 . The facility is not maintained and operated in a manner which <br /> would minimize the possibility of and unplanned sudden or non- <br /> sudden releases of hazardous waste or hazardous waste <br /> constituents to air, soil, or surface water which could <br /> threaten human health or the environment. Section 66265. 31. <br /> Article 3 , Chapter 15, Title 22, CCR / Health and Safety Code <br /> Section 25189 . 5 (d) . <br /> 11. The facility is not equipped with the following required <br /> equipment: <br /> (a) an internal communication or alarm system capable of <br /> providing immediate emergency instruction to facility <br /> personnel; <br /> (b) a device, such as a telephone (immediately available at <br /> the scene of operations) or a hand-held two-way radio, capable <br /> of summoning emergency assistance from local police <br /> departments, fire departments, or state or local emergency <br /> response teams; <br /> (c) spill control equipment and decontamination equipment was <br /> not available: <br /> Section 66265 . 32 , Article 3 , Chapter 15, Title 22 , CCR. <br /> 7 <br />
