Allen <br /> Director of Municipal Utilities <br /> Dear Mr. Allen: <br /> This letter is a written request for consideration to the <br /> notice of Termination of Wastewater Service dated October <br /> 27 , 1992 . <br /> Violation #1 - September 22 , 1992 <br /> Ethylben2ene is a substance found in our Dry Film Stripper of <br /> which we dispose about 60 gallons per month. The conditions of <br /> our waste water permit states that Total Toxic Organic (TTO) <br /> sample grabs will be taken at the final effluent discharge <br /> wier box. This sample was taken from the bypass waste stream, <br /> which is a point well up stream from the final discharge point . <br /> Our bypass waste stream constitutes 5-10 percent of total <br /> effluent discharge into the city sewer . If this sample had <br /> been taken at the final discharge wier box, there would have <br /> been no violation . <br /> Violation #2 - October 9 , 1992 <br /> We were well aware that the clarifier was upset . At the time <br /> MUD pulled a sample from the clarifier , we were not discharging. <br /> We were in the process of transfering the contents of the <br /> clarifier to an emergency holding tank. MUD also pulled a grab <br /> sample of the final effluent which was in compliance . <br /> Violation #3 - October 9 , 1992 <br /> In late October Larry Williams, Rhonda Archbold , and I discussed <br /> this problem. The copper and lead occasionally found in our <br /> bypass waste stream was coming from rinse water following our <br /> hot oil reflow process of which is used about 3 hours per shift . <br /> It was suggested that we install a drag-out rinse immediately <br /> following the hot oil bath. Larry asked Rhonda to work with us <br /> to solve the problem. This change was made November 1 , 1992 , and <br /> appears to have reduced the amount of copper and lead content . <br />
