Center. <br /> DATE: January 15, 1991 <br /> 1. PHS-EHD SAMPLE #9/28/90RVE/ LAB # 32284 DELTA CONTAINER <br /> DUMPSTER <br /> This sample was of soil material which had been found in a <br /> Delta Container dumpster. This material had a blue green <br /> color and was sampled for metals in order to determine if an <br /> illegal disposal of hazardous waste had occurred. The sample <br /> result from this sample indicated a level of 34000 Parts per <br /> million (ppm) copper, this exceeds the "Total threshold limit <br /> concentration" (TTLC) of 2500 ppm for copper in soil and <br /> therefore is a hazardous waste as defined in Article <br /> 11, "Criteria for Identification of Hazardous and Extremely <br /> Hazardous Wastes" . This sample also indicated a lead level of <br /> 3040 ppm which also exceeds the 1000 ppm TTLC for this <br /> substance as established in Section 66699. Both of these <br /> levels define the soil found in the dumpster as a hazardous <br /> waste as defined in Section 66699 "Persistent and <br /> Bioaccumulative Toxic Substance", CCR, Title 22 . <br /> 2 . PHS-EHD SAMPLE # 9/28/90RVD/ LAB # 32284-2, 55 G OPEN C!U= <br /> DRUM <br /> The above sample was taken of an open ended drum which was not <br /> labeled, not stored in the confined bermed area, and was open <br /> at the top with no lid.
