`e ..i <br /> On October 28, 1987, an inspection was conducted by the Department <br /> of Health Services (DHS) which resulted in the issuance of a Report <br /> of Violation (ROV) on December 9, 1987. The ROV listed the <br /> following violations: (1) Unlawful disposal of hazardous waste to <br /> the sanitary sewer. (2) No hazardous waste determination was made <br /> prior to discharge to sewer. (3) Unlabeled drums of hazardous <br /> waste existed on site. (4) No biennial report was filed. (5) No <br /> fire extinguisher, emergency showers, or emergency eye washes were <br /> observed. (6) No hazardous waste handling training program existed <br /> for employees. (7) No contingency plan existed. (8) No emergency <br /> procedures existed that could be followed in the event of a <br /> release/spill. (9) R.V. had no emergency coordinator. (10) R.V. <br /> was treating hazardous waste on site without a permit issued for <br /> that purpose. <br /> On April 13, 1990, a sample of waste water was collected by City of <br /> Stockton Environmental Control Officer for analysis. The analysis <br /> revealed the waste water to be hazardous due to it's copper <br /> concentration. The waste water was being discharged into the <br /> sanitary sewer without any treatment. On May 4, 1990, a compliance <br /> order was issued by the City of Stockton to prevent the illegal <br /> discharge of untreated waste water to the sanitary sewer. <br /> An inspection was conducted by PHS-EHD on June 15, 1990, due to a <br /> complaint alleging illegal storage of hazardous waste. <br /> V. GENERAL DESCRIPTION OF FACILITY: <br /> R.V. Circuits manufactures printed circuit boards. The <br /> manufacturing process includes exposing a circuitry pattern onto a <br /> light sensitive fiberglass substrate which is covered in copper. <br /> The board goes through a series of baths and scrubbers which coat <br /> and clean the surface of the board. The board is placed in an <br /> ammonia etchant bath which removes the excess copper revealing the <br /> functioning pattern of the circuit board. The board is then placed <br /> in a hot oil bath to soften the metal, and to complete the circuit <br /> by melting the metal completely around the board. The boards can <br /> then be covered in nickel and plated in gold. <br /> VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION: <br /> 1. The majority of the hazardous waste is generated from the <br /> copper removal process. An ammonia etchant is used to remove the <br /> copper from the circuit boards. Southern California Chemical <br /> Company manifests the etchant to C.P. Inorganics in Union City. <br /> R.V. manifested 30 tons of etchant in 1989. <br /> 2 . The metal plating operation generates a hazardous waste water <br /> sludge. The sludge is fed into a series of tanks where the metal <br /> bearing waste stream is separated from the non-metal bearing waste <br /> stream. The non-metal bearing waste stream is "pH" adjusted and <br /> discharged into the sanitary sewer. The metal bearing waste stream <br /> is treated to allow the metal sludge to "fall out" of solution. A <br />
