filter press removes the additional liquid leaving a metal filter <br /> cake-like material that is then placed into 55 gallon drums. <br /> Hazardous Control Company manifests this sludge material to a metal <br /> reclaimer in Arizona. R.V. Circuits manifested 4 tons of metal <br /> sludge in 1989. <br /> 3. Hot reflow oil is used to thin the solder to cover the trails <br /> on the circuit boards. Great Western Company manifested this oil <br /> to a recycler named Evergreen located in Newark, California. R.V. <br /> manifested 440 gallons of this oil in 1990. There were no manifest <br /> for this oil in 1989. Mr. Smith estimated he generates 150 gallons <br /> annually. <br /> 4. Waste oil is also generated when the air compressor oil is <br /> changed. There were no manifests found for this waste. Mr. Smith <br /> estimated he generates 5-10 gallons annually from this source. <br /> 5. The gold plating occurs in a separate bin which uses cyanide to <br /> plate out the gold. The bin is then sent to a gold reclaimer. <br /> VII. VIOLATIONS: <br /> At the time of inspection, several drums containing hazardous waste <br /> were unlabeled and had been stored in excess of 90 days. Several <br /> of these drums were found to have no lids. <br /> No biennial report was on site. During a previous DHS inspection, <br /> a biennial report was required for submittal. <br /> An unsigned manifest was found without the required exception <br /> report. <br /> No formal employee training program existed for handling hazardous <br /> wastes. <br /> The contingency plan on file did not describe the action personnel <br /> should take to respond to emergencies at the facility. <br /> VIII. OBSERVATIONS: <br /> Rhonda Archbold and Mike Hyde met with Charles Hunt and myself at <br /> the Environmental Health office at approximately 0930 hours. We <br /> discussed our inspection plans and then followed Ms. Archbold and <br /> Mr. Hyde to R.V. Circuits. <br /> We all arrived at the facility at approximately 1015 hours. Mr. <br /> Hyde proceeded to take samples of the waste water discharge, while <br /> Ms. Archbold, Mr. Hunt and I entered the front of the facility to <br /> identify ourselves. We met with Mr. Art Smith, president and part <br /> owner of the facility, and explained the nature of our inspection. <br /> I asked Mr. Smith to give us a tour of the facility and to explain <br /> how it functioned. <br /> Mr. Smith first lead us to the quality control room where they <br />
