An inspection of the dumpster revealed that soil had been <br /> dumped inside. This soil appeared to be stained with <br /> chemicals (blue green stains) . Mr. Smith indicated that this <br /> material was just soil. A sample was taken of this material <br /> and Mr. Smith was given a "Notice to Abate" (see attached) <br /> informing Mr. Smith that he must remove the soil material as <br /> hazardous waste or confirm that it is not hazardous waste <br /> through proper sampling. <br /> Mr. Smith was asked about his training program for his <br /> employees because it was noted that they did not have <br /> protective clothing or other safety devices. Mr. Smith stated <br /> that he had not started the training program yet. <br /> SAMPLING: <br /> Samples were taken from the liquid within the 25 gallon barrel <br /> located on the southeast corner of the outside bermed area. <br /> It was noted on the opening of the barrel that steaming vapors <br /> began flowing from the barrel. Mr. Smith smelled the vapors <br /> and indicated that the material appeared to be hydrochloric <br /> acid. A ph reading of the material indicated a ph of 0. A <br /> sample of the liquid was also taken from the 5 gallon plastic <br /> bucket. This material appeared to be a oil and water mixture. <br /> A sample was taken of the plastic barrel just east of the <br /> outside bermed area. This liquid appeared to have a bluish <br /> cast. Lastly, a sample was taken of the soil material from <br /> the dumpster. <br /> All samples were placed in containers, labeled and immediately <br /> logged onto the chain of custody form. Samples were then <br /> placed into plastic bags and sealed with evidence tape. All <br /> samples were placed into a cold box with blue ice.
