An inspection of the dumpster revealed that soil had been dumped inside. This soil appeared to be stained with chemicals (blue green stains) . Mr. Smith indicated that this material was just soil. A sample was taken of this material and Mr. Smith was given a "Notice to Abate" (see attached) informing Mr. Smith that he must remove the soil material as hazardous waste or confirm that it is not hazardous waste through proper sampling. Mr. Smith was asked about his training program for his employees because it was noted that they did not have protective clothing or other safety devices. Mr. Smith stated that he had not started the training program yet. SAMPLING: Samples were taken from the liquid within the 25 gallon barrel located on the southeast corner of the outside bermed area. It was noted on the opening of the barrel that steaming vapors began flowing from the barrel. Mr. Smith smelled the vapors and indicated that the material appeared to be hydrochloric acid. A ph reading of the material indicated a ph of 0. A sample of the liquid was also taken from the 5 gallon plastic bucket. This material appeared to be a oil and water mixture. A sample was taken of the plastic barrel just east of the outside bermed area. This liquid appeared to have a bluish cast. Lastly, a sample was taken of the soil material from the dumpster. All samples were placed in containers, labeled and immediately logged onto the chain of custody form. Samples were then placed into plastic bags and sealed with evidence tape. All samples were placed into a cold box with blue ice. Samples were taken immediately, following the inspection, to FGL Labs under a chain of custody (see chain of custody attached) .
