The purpose of our review was to assess whether the bottom ash generated at the Modesto Energy Limited Partnership cogeneration facility would be considered a designated waste when stored at the Fink Road Landfill a$described by the "Designated Level Methodology for Waste Classification and Cleanup Level Determination" (the "designated level methodology"). prepared by Jon B. Marshack, D. Env. Analytical Results Three samples of the bottom ash were submitted for the Waste Extraction Test (WET) for 17 metals using detoni¢ed water In the extraction. Results of this analysis indicated that barium was In each sample at 0.2 parts per million (ppm) in three samples and 0.3 ppm to one sample. The Soluble Threshold Limit Concentration for barium is 100 ppm. A copy of the lab report is enclosed Therefore. the concentration of barium detected in the bottom ash is not considered hazardous. Additionally. copper vas detected in one sample at 0.2 ppm. The Soluble Threshold Limit Concentration for copper is 7.5 ppm. Therefore, the concentration of copper detected in the bottom ash is not considered hazardous.
