WASTE DISCHARGE REQUIREMENTS 2- <br /> CARPENTER COMPANY <br /> TRUCK WASH WATER DISPOSAL SITE <br /> LATHROP, SAN JOAQUIN COUNTY <br /> General Permit. All of the storm water is retain on-site: thus, not requiring coverage under the <br /> General Permit. <br /> 4. Carpenter Company is in Section N '/ 34, 35 , T1 S , R6E, MDB&M. with surface water drainage <br /> to the San Joaquin River, as shown in Attachment A, which is attached hereto and part of the <br /> Order by reference. <br /> �. The Board adopted a Water Quality Control Plan, Third Edition, for the Sacramento River Basin <br /> and San Joaquin River Basin (hereafter Basin Plan), which contains water quality objectives for all <br /> waters of the Basin. These requirements implement the Basin Plan. <br /> 6. The beneficial uses of the San Joaquin River are municipal, industrial, and agricultural supply; <br /> recreation; aesthetic enjoyment; navigation; ground water recharge; fresh water replenishment; <br /> and preservation and enhancement of fish, wildlife, and other aquatic resources. <br /> 7. The beneficial uses of underlying ground water are domestic, industrial, and agricultural supply. <br /> S. The Regional Board has certified a Negative Declaration, in accordance with the California <br /> Environmental Quality Act (CEQA), (Public Resources Code Section 21000, et seq.) and the <br /> State CEQA Guidelines. An initial environmental study indicated a potentially significant impact <br /> to ground water quality unless mitigation is incorporated. <br /> Portions of the storm water tend to stay and settle in the inlet area of the pond after a storm <br /> event. Approximately all of the wash water will likely end up in the inlet area during the dry <br /> months. The following is a mitigation measure to protect the ground water quality. <br /> a. The eluent limit for Oil and Grease when wastewater is ponded near the inlet will prevent <br /> the buildup of oil and grease in the pond soil, preventing possible ground water pollution. <br /> 9. This discharge is exempt from the requirements of Title 23, CCR, Section 2510, et seq. (hereafter <br /> Chapter 15). The exemption, pursuant to Section 2511(b), is based on the following: <br /> a. The Board is issuing waste discharge requirements, and <br /> b. The discharge complies with the Basin Plan, and <br /> C. The wastewater does not need to be managed according to 22 CCR, Division 4.5, <br /> Chapter 11, as a hazardous waste_ <br /> 10. The Board has notified the Discharger and interested agencies and persons of its intent to <br /> prescribe waste discharge requirements for this discharge and has provided them with an <br /> opportunity for a public hearing and an opportunity to submit their written views and <br /> recommendations. ! <br />
