CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 96-117 RECEIVED <br /> WASTE DISCHARGE REQUIREMENTS JUL 14 2011 <br /> FOR ENVIRONMENTAL HEALTH <br /> CARPENTER COMPANY PERMIT/SERVICES <br /> TRUCK WASH WATER DISPOSAL SITE <br /> LATHROP, SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds <br /> that: <br /> I. Carpenter Company (hereafter Discharger) submitted a Report of Waste Discharge, dated <br /> 28 June 1995, for its wastewater and disposal facility. The property (Assessor's Parcel No. <br /> 198-12-04)is owned by Carpenter Company, <br /> 2. The Discharger proposes to discharge 400 gallons of wash water from truck washing once every <br /> two weeks to an existing storm water detention pond. The detention pond has a surface area of <br /> 5.5 acres and a capacity of 16.4 acre-ft(5.3 million gallons). The percolation rate was estimated <br /> at 15 to 17 gallons per square foot per day. The detention pond has the capacity to retain 218 % <br /> of a 48-hour duration storm with a 10 year frequency. Depth to the ground water is <br /> approximately 8.0 feet. Detergents will be used in washing the trucks and trailers. The following <br /> is a grab sample characteristics of the wash water: <br /> Constituents Results <br /> pH 7.1 <br /> Suspended Solids 250 mg/1 <br /> Electrical Conductivity 2500 µmhos/cm <br /> Oil and Grease 17 ma/1 <br /> Arsenic 4.7 µg/l <br /> Chromium 58 µg/I <br /> Copper 0.1 µg/1 <br /> Cadmium 120 µg/1 <br /> Lead 220 µg/1 <br /> Nickel 72 µg/1 <br /> 3. Annual precipitation in the area is approximately 13.95 inches. The State Water Resources <br /> Control Board adopted Water Quality Order No. 92-12-DWQ on 18 September 1992 which <br /> amended Waste Discharge Requirements Water Quality Order No. 91-13-DWQ, NPDES General <br /> Permit No. CAS000001,for Discharges of Storm Water Associated with Industrial Activities <br /> (hereafter General Permit). Facilities requiring coverage by the General Permit are listed by <br /> Standard Industrial Classification(SIC) in 40 Code of Federal Regulations (CFR), Section 122.26 <br /> (b) (14), and are required to submit a Notice of Intent (NOI) to comply with the terms of the <br />
