CARPENTER COMPANY DEVELOPMENT, <br /> HARLAN ROAD <br /> Dear Mr . Rudder: <br /> At the meeting held on October 18, 1984, which was attended <br /> ty Ed Malechek and Joe Rudder of E. R . Carpenter Company, Bill <br /> Dorsey and Syl Lange of the Economic Development Association, <br /> Arnold Schamber of R . W. Siegfried & Associates, Ron Heinzen <br /> of J. H. Kleinfelder & Associates, Gene Delucchi of the County <br /> Public Works Department, and George Barber, Chairman of the <br /> Board of Supervisors, the storm drainage at the Harlan Road <br /> site was discussed . Terminal storm drainage is at a distance <br /> of over one mile from the site, .theref.ore, on-site retention <br /> and percolation is to be utilized . The County Public Works <br /> Department has expressed concern regarding the soils report <br /> provided by James H . Kleinfelder & Associates and questions the <br /> proposed design percolation rate of 8 gallons per sq. ft. .per <br /> day, which is to be applied to the bottom surface area of a 6 <br /> acre pond based on three 4-inch diameter percolation tests . This <br /> concern is due to the''County ' s experience with percolation ponds <br /> in the immediate vicinity and the close proximity of ground water . <br /> Ron Heinzen of J . H. Kleinfelder & Associates, after reviewing <br /> the ground water records which are available, recommended that <br /> dry wells be added around the perimeter of the pond . <br /> This addition, while improving the potential for percolation, <br /> does not completely alleviate our concerns . Without further <br /> testing, the County cannot approve the design as meeting our <br /> criteria or providing complete protection against the 10-year <br /> design storm. E. R . Carpenter Company, at the meetinq, acknowledged <br />
