Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of <br /> hazardous waste to air, soil, or surface water which could threaten human health or the environment. Immediately <br /> clean all the spilled metal fines , and manage them according to Title 22 hazardous waste regulations. Submit a <br /> statement and supporting documentation explaining how this waste was managed. <br /> This is a Class II violation. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> The following was noted at the time of inspection: <br /> 1)An eye wash station located inside the boiler room was last maintained on 5-11-2015 (with a routine monthly <br /> maintenance prior to that date).The eye wash, located next to the foam pouring area, had an inspection log dated <br /> 2-8-16. <br /> 2)A large crack and an opening (approximately 1-inch in diameter)was noted in a sidewall of the secondary <br /> containment utilized for storage of waste corrosive liquids(located in the main hazardous waste accumulation area). <br /> Also, the above secondary containment had an accumulation of pooling oily liquid. <br /> All facility communications or alarm systems, fire protection equipment, spill control equipment, and decontamination <br /> equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of <br /> emergency. Immediately begin this practice. Submit proof of correction to the EHD. <br /> This is a Class II violation. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. <br /> The following open containers were noted at the time of inspection: <br /> 1) One unlocked funnel with some standing oily liquid was attached to one of 55-gallon containers of waste propylene <br /> glycol located inside the repair shop hazardous waste accumulation area. <br /> 2)An open top (trough- like) container, located under the"sandabond"equipment(adjacent to the"sandabond" <br /> satellite accumulation area) and connected via piping to a 55-gallon hazardous waste container <br /> 3) One 55-gallon container located in the"sandabond" satellite accumulation area had an open fill port <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately <br /> close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. <br /> This is a Class II violation. <br /> Page 8 of 10 <br />
