San Joaquin County <br /> Environmental Health Department Am <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 MM <br /> Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.sjgov.orglehd f <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CARPENTER CO 1 17100 S HARLAN RD LATHROP March 29 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS 1,CLASS Il,or MINOR-Notice to Comply) <br /> Item # Remarks <br /> 605 CCR 66262.34(1) Failed to completely label containers or tanks of hazardous waste. <br /> The following containers had incomplete labels or were lacking hazardous waste labels: <br /> 1) Liquid was noted inside the unlocked and unlabeled funnel attached to one of the 55-gallon containers of waste <br /> propylene glycol located inside the repair shop area. <br /> 2)An open top (trough- like) container which lacked a hazardous wast label was located under the"sandabond" <br /> equipment (adjacent to the"sandabond" satellite accumulation area) <br /> 3) 35 gallon metal container located in the maintenance shop satellite accumulation area lacked hazardous properties <br /> on its label <br /> 4) Eight 55-gallon containers (Chem Trend RTCW-111, etc.) in the main hazardous waste accumulation area were <br /> lacking hazardous properties. <br /> 5) Two 55-gallon containers of activated carbon stored in the main hazardous waste accumulation area were also <br /> lacking hazardous properties. <br /> 6) One non-empty 55-gallon white metal container labeled as "empty" and also labeled as"Richadh(R) 2472". This <br /> container was noted next to the Truck Shop. <br /> 7) One 55-gallon container located in the"sandabond" satellite accumulation area was lacking hazardous properties <br /> on its label <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> i nformation. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
