Box 279 <br /> Lathrop, Ca 95330 <br /> RESPONSE TO REQUEST FOR RECESSION OF WASTE DISCHARGE REQUIREMENTS, <br /> CARPENTER COMPANY, SAN JOAQUIN COUNTY <br /> The Carpenter Company (Discharger) in Lathrop is a carpet pad recycling and foam <br /> manufacturing facility. Waste Discharge Requirements Order 96-117, regulates the discharge <br /> of truck wash water to the facility's stormwater detention pond. In addition to truck wash water <br /> the Discharger previously discharged wastewater associated with the facility's water softening <br /> system, boilers, and cooling towers to the pond. <br /> On 7 April 2011 Central Valley Water Board staff inspected the facility. During the inspection, <br /> Regional Board staff was informed that truck washing is currently performed on-site by a <br /> mobile wash company, which captures the wastewater and disposes of it off-site. Additionally, <br /> the Discharger has installed a process wastewater recycling system, which captures boiler <br /> blowdown and utilizes the water for cleaning in other areas of the facility. The water is <br /> captured in floor drains and continually recycled. Solids, which are filtered out of the water, <br /> are hauled off-site for disposal. <br /> Discharges from the facility's cooling towers have ceased, as the cooling towers have been <br /> replaced with air to air units which do not discharge water. Additionally, ion exchange <br /> regeneration brine is no longer discharged on-site. Ion exchange cylinders for the water <br /> softening system are now regenerated off-site. <br /> Domestic wastewater generated from approximately 175 employees continues to be <br /> discharged to an on-site septic system (septic tank and leach field). The discharge of <br /> domestic wastewater from the facility is not regulated by Order 96-117. However, staff <br /> understands that permits for the construction of the domestic wastewater system are on file <br /> with the San Joaquin Environmental Health Department. <br /> On 26 April 2011, the Discharger submitted a request to have Order 96-117 rescinded by the <br /> Regional Board.
