Weber Avenue, Third Floor <br /> Stockton, CA 95202-2708 <br /> RE: Soil Sample Results <br /> Sierra Chemical Co. <br /> 1010 Industrial Drive <br /> Stockton, CA <br /> Dear Ms. Foley, <br /> During the joint inspection conducted of the referenced facility on July 281' and 291' <br /> 2005, a soil sample was collected analyzed and found to contain a chromium <br /> concentration above California allowable limits. Based on this finding Sierra Chemical <br /> was directed to conduct a sampling and testing program to determine if the area sampled <br /> contains chromium at levels the State of California considers toxic. <br /> On March 2006 Sierra Chemical provided you with a suggested sample test program( see <br /> attached). At that time the area was flooded and sampling was not practical. We <br /> indicated we would keep you informed as to the moisture conditions of the area and <br /> notify you when the sampling could take place. <br /> On Friday July 7, 2006 you accompanied Jeff Kinder of CFR Services and I to collect <br /> and obtain splits of discrete samples representative of the area. The attached protocol <br /> was followed. I might note the area in question measured approximately 20 foot by 20 <br /> foot instead of the thirty by thirty foot indicated in the protocol. <br /> Four samples were collected with splits provided to you. A sketch of the area indicating <br /> the sample locations was prepared. A chain of custody was filled out and our split of the <br /> samples delivered to Western Environmental Testing Laboratory, 475 E. Greg Street, <br /> Sparks, NV. They were received by the lab at approximately 8:30 Monday July 10, <br /> 2006. Western Environmental Testing is a California certified lab. <br /> Western Environmental Testing was requested to conduct a CAM 17 total threshold limit <br /> concentration (TTLC) analysis of the samples.
