' 4
Sierra Chemical Co. August 2, 2005
1010 Industrial Drive page 4
Stockton, CA 95206
C. The level "A" suits have never been tested as required by 29 CFR
1910.120 (q).
D. 29 CFR 1910.120(q) requires at a minimum, two individuals as entry and
two individuals as back up for rescue.
(Sierra Chemical has developed a policy that they will no longer support
their own response team.)
12. Hazardous Materials Properly Stored and Label
Numerous containers are not properly mark as to the contents inside.
(Business conducted a tailgate safety meeting on the morning of July 29, 2005
to review the proper way to dispose of broken container.)
13. Soil and Facility Appear Non-Contaminated
Sump located at the outside bottling area is full of hazardous waste caustic as well
as a pool next to the sump.
(Business states that this is a reusable product, health will work on this issue
because of the sump.)
There is a large poly tank located by the outside bottling area with a paper sign
"DE Waste". The bottom of the tank there is a pipe coming out about a foot.
The end of the pipe does not have a shut off valve. The pipe has what looks like
plastic shrink ramp coving the pipe and tied off with cloth. There is liquid under
the pipe and you can tell that the liquid came from the pipe. I pH the liquid and it
was 13 to 14.
(Business has hired a contractor to remove from site.)
Filling area for 55-gallon drums, spillage of caustic solution is all over the work
area. This action could potentially be considered a reportable chemical release,
reportable according to California Health and Safety Code Chapter 6.95.
(Requested that this fill operation be conducted in a secondary containment
area.)
In side warehouse by compressor is a machine used for caustic. It has secondary
containment that is a quarter full of caustic and leaking from the secondary
containment onto the floor.
(They will work on resolving the leaking issues.)
