August 2, 2005 <br /> 1010 Industrial Drive page 3 <br /> Stockton, CA 95206 <br /> Sump located at the outside bottling area is full of hazardous waste caustic as well <br /> as a pool next to the sump. <br /> (Business states that this is a reusable product, health will work on this issue <br /> because of the sump.) <br /> Filling area for 55-gallon drums; spillage of caustic solution is all over the work <br /> area. <br /> (Requested that this fill operation be conducted in a secondary containment <br /> area.) <br /> In side warehouse by compressor is a machine used for caustic. It has secondary <br /> containment that is a quarter full of caustic and leaking from the secondary <br /> containment onto the floor. <br /> (They will work on resolving the leaking issues.) <br /> 11. Hazardous Materials Being Properly Handled by Employees <br /> Employees in the filling area for the 55-gallon drums should be wearing better <br /> splash protection other then wear level D. Two employees in the area, which the <br /> floor is covered with caustic solution, are wearing their own shoes rather then a <br /> chemical boot. <br /> (Business conducted a tailgate safety meeting on the morning of July 29, 2005 <br /> to review the proper PPE to be worn, sign in sheet provided) <br /> Tank Farm area; employee working inside the secondary containment on a pump <br /> did not have any splash protection or wearing and chemical protective gloves. <br /> (Business conducted a tailgate safety meeting on the morning of July 29, 2005 <br /> to review the proper PPE to be worn.) <br /> Sierra Chemical has four individuals trained to the hazardous materials technician <br /> level to respond to spills or gas releases. This team is not qualified to respond to <br /> any chemical emergency at this location for the following reasons. <br /> A. There is only three each self-contained breathing apparatus (SOBA) on <br /> site. A minimum of four SCBA is required to properly respond. <br /> B. There is only two each level "A" suits on site. A minimum of four SCBA <br /> is required to properly respond. <br />
