B. Acetone and isopropyl alcohol are used for cleaning circuitry packages. Ink code markings <br /> are put on circuitry boards and acetone is used to test these permanent markings. Spent <br /> solvents are contained in 5 gallon containers in a satellite storage area until they are <br /> transported to the hazardous waste storage shed. The registered hazardous waste hauler, <br /> Romic Chemicals (of East Palo Alto, CA), hauls the solvent waste. <br /> C. The degreasing operation uses freon vapors to clean circuitry packages. The freon waste that <br /> is generated in this process is also hauled by Romic Chemical. <br /> D. Waste oil is generated(from machine oil changes)and is hauled by Evergreen Environmental, <br /> Newark, CA. Machine oil is emptied into 5 gallon containers in satellite area and then <br /> transported by forklift to hazardous waste storage shed. <br /> Aside from the above mentioned waste streams, Indy had a one time generation of molding <br /> compound with Antimony waste between 1988 and 1990. USPCI, Inc., of Union City, CA, hauled <br /> this waste in 1988 to Grassy Mt., Utah. Romic Chemical Corporation hauled this waste in 1990. <br /> In November of 1988, this facility did a groundwater site assessment. Trichlorethylene (TCE) was <br /> discovered at a concentration of 5.2 ppb in the ground water. Although Indy claims no responsibility <br /> for this problem, the situation is monitored. There are six monitoring wells on site and TCE levels <br /> have been tracked since January 1991. <br /> Total hazardous waste tonnage for 1990 was 6.46 tons. In 1991, Indy generated 11.8 tons. <br /> VIII. VIOIATIONS: <br /> At the time of inspection, the following violation was observed: <br /> 1. Hazardous waste storage areas did not have adequate decontamination equipment. <br /> VIII. OBSERVATIONS: <br /> On December 20, 1991,Eleanor Ratliff and I arrived at Indy Electronics at approximately 10:00 a.m. <br /> We met with Bill Price, Hazardous Waste Manager, and Christie Golden, Safety Loss Prevention <br /> Manager, who led us to a conference room. We asked to tour the facility and review all generator <br /> records. Mr.Price and Miss Golden escorted us through the facility beginning with the plating rooms. <br /> Here,we saw large acid baths used for etching circuitry plates. The hazardous waste generated in this <br /> room is liquid(acids and metals)and exits through floor drains to a treatment area. Next,we walked <br /> through the Die Attachment Room where workers clean dies using isopropyl alcohol and acetone. <br /> Spent solvents are poured into 5 gallon storage containers. <br /> Waste acetone from parts is stored in a 5 gallon bucket at a satellite collection facility located in the <br /> reliability lab where failure analysis is performed. We were then escorted to the Environmental Room <br /> where marking of materials and degreasing of circuitry packages takes place. Freon,acetone,alcohol, <br /> and methanol are used here,and a satellite collection facility is located here to collect the hazardous <br /> waste generated. <br /> The PH of liquid from acid baths is neutralized then goes through a settling system with a polymer <br /> 3 <br />
