.01
additive. Heavy metal sludge is then dried and pressed into filters cakes and workers scrape it into
containers. The water returns to the city sewer system. The City of Manteca used to test the Ph of
water. Now, Indy contracts out to FGL Environmental Lab to do monthly PH and metals testing.
Indy is currently applying for the State Permit by Rule exemption for this system.
We exited the main building area and went to the separate hazardous waste storage shed. All wastes
were stored neatly here including waste oil from machinery oil changes.
When we returned to the conference room,we reviewed all generator records. These were in order
except for IDR letters missing for the period of January through July 1990. Mr. Price said he would
locate these letters and keep appropriately with manifests.
On June 23, 1992, Mr. Price mailed me copies of missing LDR letters with manifests.
On June 24, 1992 a follow up inspection was conducted by Carol Oz, PHS-EHD. I met with Mr.
Price and viewed satellite storage areas. On this visit, it was noted that no eyewash was available in
the Die Attachment Room. We ended our inspection of the facility and returned to the conference
room. All records were available and appropriate.
IX. DISCUSSION WITH THE MANAGEMENT.
After touring the facility on December 20, 1991, Bill Price, Christie Golden, Eleanor Ratliff and I
discussed the inspection. I told Mr. Price that missing LDR letters were the only violation noted at
this time. We left the facility.
During our discussion, on June 25, 1992, I told Mr. Price that an eye wash would be needed in the
Die Attachment Room. Since the LDR sheets were with the manifests, I explained to Mr.Price that
they were no longer in violation on this issue. However,Mr.Price was informed that the lacking eye
wash would be a violation and he would be receiving a report from us in the future. I then left the
facility.
4
