.� 1,/ <br /> By the time everything was shut down, approximately 100 gallons <br /> of waste, (drag out rinse water mixed with a small amount of <br /> sulfuric acid) had flowed into the parking lot. <br /> The security department proceeded immediately to the site of <br /> the spill, where they used pH paper to determine that the spill <br /> had a pH of between 4 and 5 . <br /> The director of manufacturing responded to the area of the <br /> spill. He made the decision to dilute the spill by using water, <br /> which caused the liquid to run into a storm drain. <br /> After several attempts to ..reach me at home, I was contacted <br /> by the security department, at approximately 8: 15 pm. After <br /> receiving an account of what had happened; I instructed security <br /> to call the Manteca Fire Department and report the spill. <br /> Captain Bill Sevens from the Manteca Fire -Department responded to <br /> Indy at 9 : 15 pm. Captain Sevens contacted the following <br /> agencies . <br /> San Joaquin County Health Services <br /> San Joaquin County Office of Emergency Services <br /> South San Joaquin Irrigation District <br /> Manteca Public Works Department <br /> Manteca Police Department <br /> I arrived at Indy at approximately 10 :00 pm. Captain Sevens, <br /> ask me to estimate the amount of acid and metals that were <br /> released in the spill. I ask the security officer on duty if <br /> anyone from the Tin Plate area had been contacted to verify if <br /> any acid baths had been changed that afternoon. The officer <br /> stated that no one had talked to tin plate, I ask security to <br /> send for someone from the tin plating area. A swing shift <br /> employee from our tin plating area stated that no baths had been <br /> dumped on swing shift that day. Having this information, I made <br /> the statement to Captain Sevens that most of the release had to <br /> be rinse water and the acid and metal content would be very low. <br /> Captain Sevens ask if the acid content was less than 5%. I <br /> stated that in my best judgement, it would have to be well below <br /> that amount. I stated that due to no baths being dumped, there <br /> could only be residual sulfuric acid and blowdown from our fume <br /> scrubbers in the collection tank. The rest of the liquid would <br /> have to be D. I . Water. <br /> The Fire Department called the South San Joaquin Irrigation <br /> District and passed on this information. Having been given the <br /> information of the acid and metal content of the discharge, the <br /> Irrigation District made the decision to release the contaminated <br /> water to the irrigation system, where it would be mixed with <br /> large quantities of other irrigation water. <br /> The plating areas remained shut down until the electrical <br /> control panel was repaired at approximately 2 : 00 am. <br />
