Section 66371 (a) (b) , Title 22, California Administrative Code (a) permits are required for treatment, storage or disposal of hazardous waste. Owners and operators of hazardous waste facilities shall have permits during the active life (including the closure period) of the facility and, for any facility which closes after January 26, 1983, during any post-closure care period required under Section 67217, and during an compliance period specified under Section 67186, including any extension of that compliance period under Section 67186 (c). (b) Permits are required for: (2) Treatment, storage or disposal of hazardous waste at facilities re- quiring an NPOES permit. However, the owner and operator of a pubticly own- ed treatment works (POTws) receiving hazardous waste will be deemed to have a permit for that waste if they empty with the requirements of Section 66392 (permit by rule for POWs). Indy Electronics is operating a treatment facility without a per- mit issued by the Department. II. Violation # 2 : By March 1, 1988 a correctly completed Bien- nial Report for hazardous wastes generated in 1987 shall be submitted to this Department. Violation # 3 : Within 30 days of receipt of this Report, a Training Plan shall be completed outlining: - Emergency response and hazardous waste management procedures discussed in on-the-job or classroom training of personnel. - The names and titles of facility personnel who work in areas of hazardous waste management. - Verification that employees have received training and the date the training was completed.
